<p>People took to the streets across cities and towns in Venezuela on Monday in protest after the government-dominated electoral authority had declared President Nicolás Maduro the winner of the election.</p>



<p>Two leading NGOs in Venezuela have said that there have been several deaths and dozens of people injured.</p>



<p>As people gathered for fresh protest rallies, Gen Vladimir Padrino read out a statement saying that President Nicolás Maduro had the &#8220;absolute loyalty and unconditional support&#8221; of the armed forces, which would &#8220;defeat the coup&#8221;.</p>



<p>Venezuela&#8217;s attorney general, who is a close ally of Mr Maduro, said a member of the military had been killed in the anti-government protests.</p>



<p>Attorney General Tarek William Saab added that 749 people had been arrested.</p>

<p>He told journalists that most would be charged with &#8220;resisting authority and, in the most serious cases, terrorism&#8221;.</p>



<p>The opposition Voluntad Popular (Popular Will) party said among those who have been detained was their national political co-ordinator, Freddy Superlano.</p>



<p>The party warned that the government was stepping up its repression of activists who have been demanding the publication of results from polling stations, which the opposition say prove that their candidate won.</p>



<p>Protest erupted after the head of the National Electoral Council (CNE) &#8211; who is a member of Mr Maduro&#8217;s party and used to work as his legal adviser &#8211; declared the president re-elected for a third consecutive term.</p>



<p>The CNE had earlier announced that Mr Maduro had won with 51% of the votes, ahead of Edmundo González with 44%.</p>



<p>However, the electoral authority has so far failed to publish detailed voting tallies, which the opposition says show that the result the CNE announced was fraudulent.<a href="https://www.bbc.co.uk/sounds/play/w3ct6fb2"></a></p>



<p>The regional body for the Americas, the Organization of American States (OAS), has accused Venezuela&#8217;s government of completely distorting the results.</p>



<p>The opposition coalition backing Mr González said they had been able to review 73.2% of the voting tallies and maintained that they confirmed that Mr González was the winner by a wide margin.</p>



<p>&#8220;We have the records showing our categorical and mathematically irreversible victory,&#8221; Mr González said.</p>



<p>Opposition parties had united behind Mr González in an attempt to unseat President Maduro after 11 years in power, amid widespread discontent.</p>



<p>Almost 7.8m people have fled the economic and political crisis which has rocked the country under the Maduro Administration.</p>



<p>On Monday, crowds of people chanted “freedom, freedom” and called for the government to fall.</p>



<p>In some areas, posters of President Maduro were ripped down and burned while tyres, cars and rubbish were also set alight.</p>



<p>Miguel Sarzalejo, 64, told the BBC that “we want a better future for the youth because if not they will leave the country&#8221;.</p>



<p>&#8220;We have a rich country and he is destroying everything,&#8221; he added referring to President Maduro.</p>



<p>The opposition has urged its supporters to gather peacefully in squares across the country on Tuesday while the government has also called on its backers to rally.</p>



<p>The spokesman for the United Nations Secretary-General, Stephan Dujarric, said Venezuelans must be allowed to exercise their right to peaceful protest.</p>



<p>&#8220;It&#8217;s important that all political leaders and their supporters reject all forms of violence, threats of violence or incitement to violence. It is also, as it is in every country, primordial that the authorities respect the right of people to demonstrate peacefully and that they should protect that right and not hinder it.&#8221;</p>

<p>A rescue operation by Special Forces is an obvious choice and the IDF &#8211; Israel Defence Forces &#8211; have said they are already deployed in more than one location.</p>



<p>The risk here is that the captors kill the captives before the rescuers can reach them.</p>



<p>Negotiation is the other option but it’s hard to see this happening in such a febrile atmosphere where the death toll on both sides is still mounting by the hour.</p>

<p>It’s also worth noting that when the Israeli serviceman Gilad Shalit was kidnapped by Palestinian militants in a cross-border raid in 2006 it took five years of tortuous negotiations.</p>



<p>Israel’s ambassador to the UN has said Hamas “holds the sole responsibility and will bear the results” of the ongoing fighting.</p>



<p>“The state of Israel will act in any way necessary to protect its citizens and sovereignty from the ongoing terrorist attacks originating from the Gaza Strip and carried out by Hamas and other terrorist organizations,” Israel’s UN Ambassador Gilad Erdan wrote to the 15-member UN Security Council in a letter.</p>



<h2 class="wp-block-heading">Hamas says fired 150 rockets at Tel Aviv</h2>



<p>The latest barrage of rockets came at 8pm local (17:00 GMT). The military wing of Hamas has said the rockets are a response to Israel’s attack on a high-rise building in the heart of Gaza City.</p>

<p>A spokesperson for Israel’s national emergency medical service, Magen David Adom, said it was searching areas with reports of injuries, including in Yavne, Givatayim, Bat Yam, Beit Dagan, Tel Aviv and Rishon Letzion.</p>



<p>Videos on social media showed a barrage of rockets over Tel Aviv. It was not immediately clear how many had been intercepted.</p>



<h3 class="wp-block-heading">Netanyahu invites opposition to form emergency government</h3>



<p>Israel&#8217;s PM Netanyahu has invited opposition leaders &#8211; Yair Lapid and Benny Gantz &#8211; to form an emergency national government, according to a statement from his party Likud.</p>

<p>Earlier, Lapid told Israeli media that he is willing to form an emergency government with Netanyahu.</p>

<p>Public broadcaster Kan says Lapid and Gantz are meeting now to discuss the conditions for them entering government.</p>



<p>Palestinian militants have taken dozens of Israelis captive, both military and civilian, in an unprecedented development.</p>



<p>Some are thought to be being held in some of the small towns near the Gaza Strip, while others have been taken back into Gaza.</p>



<p>Video has emerged showing the moment a man, believed to be an Israeli hostage, is pushed into a car, which is then driven away.</p>

<p>Un huis clos avait beau être de mise lors de la rencontre entre Emmanuel Macron et les dirigeants de l’opposition à Saint-Denis mercredi 30 août, une phrase en est sortie, et a fait son petit chemin dans la presse étrangère. Interpellé sur un possible retour au septennat en France, le chef de l’État a qualifié de <em>“funeste connerie”</em> la limitation du nombre de mandats présidentiels, selon les participants à la rencontre. À Bruxelles, <a class="" href="https://www.politico.eu/article/emmanuel-macron-two-term-limit-france-presidency-bullshit/" target="_blank" rel="noreferrer noopener"><strong>Politico</strong> constate sans détour que</a> par cette disposition constitutionnelle, c’est d’abord le même Macron qui se trouve empêché de pouvoir se représenter en 2027.</p>

<p>Plus au sud, du côté de la presse africaine, où le sujet est d’une actualité brûlante, l’idée a provoqué quelque amusement. <a class="" href="https://ledjely.com/2023/08/31/france-emmanuel-macron-critique-la-limitation-des-mandats/" target="_blank" rel="noreferrer noopener">Comme au sein de la rédaction du<strong> Djely</strong></a><strong>,</strong> à Conakry, où l’on peine à croire à la véracité de l’information. Si elle était confirmée, écrit le site guinéen, la phrase provoquerait <em>“forcément des réactions en Afrique, en pleine tourmente liée à la succession des coups d’État militaires”.</em></p>



<p class="has-white-color has-black-background-color has-text-color has-background">“Tenir de tels propos, alors que ce même mercredi avait lieu un coup d’État au Gabon, en partie justifié par le troisième mandat d’Ali Bongo, cela paraîtrait quelque peu anachronique de la part du numéro un français.”</p>



<p>L’opposition du même Macron au troisième mandat d’Alpha Condé en Guinée <em>“serait encore plus incompréhensible rétroactivement”, </em>estime<em> Le Djely.</em> L’ancien président a été renversé par un coup d’État militaire mené par Mamady Doumbouya en septembre 2021.</p>



<p>La sortie du 30 août n’est nullement la première à ce sujet, rappelle <em>Politico</em>. En juin dernier, c’est le président de l’Assemblée nationale, Richard Ferrand, qui se laissait aller à une réflexion similaire, provoquant des critiques de la gauche comme de la droite, certains ayant même évoqué une dérive autoritaire du camp présidentiel.</p>

<p style="font-size:17px"><strong>In a recent article, the Turkish pro-government media outlet Daily Sabah introduced the concept of the “Aleppo model” — a scheme to make areas in northern Syria safe, secure and livable in order to encourage the repatriation of Syrian refugees. This follows a survey by the UN refugee agency UNHCR that showed 70 percent of those displaced are unwilling to return for at least five years despite the difficult conditions and discrimination they face in host countries. Refugees cited security concerns, as well as lack of basic services and work opportunities. What does the Aleppo model mean for Syrian President Bashar Assad?</strong></p>



<p>The refugee question was a main point of contention in the recent Turkish elections. The opposition focused on the issue, accused Turkish President Recep Tayyip Erdogan of maintaining an open-door policy, and proposed normalizing relations with Assad as a solution to the problem. However, Erdogan’s efforts in this regard have yielded little, mainly due to the rigidity of the Syrian regime, which has based talks with Turkiye on the withdrawal of Turkish forces from the northwest of the country, a totally unrealistic demand since it would leave opponents to the regime at the mercy of Assad.</p>



<p>Turkiye also cannot leave its borders unprotected and vulnerable to terrorist attacks and drug trafficking. Here, Erdogan faces a dilemma. He wants to ensure the return of refugees, one of his main campaign promises. However, returning them is almost impossible while Assad is in power. Ahmet Uysal, head of ORSAM, a Turkish research center focusing on Arab countries, recently published an article in which he said that Assad is unwilling and incapable of securing the refugees’ return, adding that those who have returned have been subject to arbitrary arrest, torture and rape. Assad does not want to see the people who opposed him come back home.</p>

<p>Assad is also incapable of providing them with their basic needs. Even areas loyal to Assad are witnessing protests demanding his departure due to the dire state of the country’s economy. Hence, the most logical step to take is to bypass Assad and negotiate with his patrons. Daily Sabah mentioned that Turkiye is in discussions with Syria and Russia. With talks between Turkiye and Syria at a standstill, Erdogan is probably banking on Russia to make the “Aleppo model” a reality. It is inconceivable that Assad will willingly cede territory to Turkiye, having asked the latter to withdraw before starting any discussion.</p>

<p>Any joint administration or the presence of Assad forces will also deter refugees from going back. As Uysal detailed, experience has shown that despite an amnesty and promises of safety, opponents of the regime who returned were subject to arrest and punishment. Also, Assad has not acted in line with Russian interests, which are to end the war and begin reconstruction. On the contrary, he has refused to make any concessions to the opposition. In this respect, he has skillfully played the Russians against the Iranians, positioning himself as the reference between the two.</p>

<p>However, due to the Ukraine war, Turkiye is proving to be of more importance to Russia. Meanwhile, all Turkish incursions have been approved either by Russia or the US. If Turkiye acts to put Aleppo under its control, it will be a fatal blow to Assad. Aleppo is the commercial heart of Syria. Losing the city will strengthen the protest movement across the country and, ultimately, force Iran and Assad to compromise. Hence, in addition to creating a suitable environment for a safe, voluntary and dignified return for refugees in accordance with UN resolution 2254, the Aleppo model can help break the status quo and force a solution on Syria.</p>



<p>If the Aleppo model succeeds — with Russia and Turkiye bringing stability, Qatar financing reconstruction, and refugees returning in large numbers — it will be a game changer. It could set an example for other arrangements. Why not have a Daraa model, whereby Russia enters into a similar agreement with Jordan? Despite normalization with Assad, Jordan has not seen any real improvement in the regime’s behavior, and is still vulnerable to illegal drug and weapons smuggling.</p>



<p>The Aleppo model is likely to garner Arab acquiescence, if not endorsement, since normalization with Assad led to nowhere. At the Arab League Summit in May, the Syrian leader was supposed to show some goodwill, but instead displayed only defiance. In a nutshell, the success of the Aleppo model will show that Assad is a burden for Arab countries as well as for his allies, and is very much dispensable.</p>

<p style="font-size:17px"><strong>At least 500 prisoners are on hunger strike inside a Bahraini prison primarily used to detain prisoners of conscience, refusing food in protest at their detention conditions.</strong></p>



<p>Detainees began refusing food on 7 August, and increasing numbers have joined since.</p>



<p>Sayed Alwadaei, at the Bahrain Institute for Rights and Democracy (Bird) and a former inmate at Jau prison, said: “This is probably one of the most powerful strikes that has ever happened inside the Bahraini prison system; the scale of it is overwhelming.”</p>



<p>According to a statement from the inmates released through the outlawed Al-Wefaq opposition party, the hunger strike includes demands for increased time outside their cells, currently limited to an hour a day, prayers in congregation at the prison mosque, changes to constraints on family visits, improvements to education facilities and access to proper medical care.</p>

<p>“These are not frivolous demands, but necessary ones required for human life,” the prisoners added.</p>



<p>The tiny Gulf island of Bahrain, population 1.5 million, has one of the <a href="https://www.hrw.org/news/2021/12/13/bahrain-free-leading-opposition-activists" target="_blank" rel="noreferrer noopener">highest incarceration rates per capita</a> in the Middle East. An estimated 3,800 people are behind bars, of which Bird estimates that 1,200 are prisoners of conscience.</p>



<p>Since pro-democracy protests against the ruling Al Khalifa family swept Bahrain in 2011, a large number of people connected with demonstrations have been incarcerated. The government has&nbsp;<a href="https://www.hrw.org/news/2022/10/31/bahrain-political-isolation-laws-ban-opposition">launched sweeping crackdowns</a>&nbsp;on activists, civil society and opposition political groups, including banning two political parties.</p>



<p>Most of the 1,200 political prisoners held in Bahrain are in Jau prison. Former inmates such as Alwadaei say political prisoners are housed in separate blocks and subjected to especially harsh treatment.</p>



<p>Prominent political prisoners, including the veteran human rights defender Abdulhadi al-Khawaja, are among the hunger strikers in Jau. His daughter, the activist Maryam al-Khawaja, said her father, who has been incarcerated since 2011, launched his own hunger strike to demand adequate medical treatment for a heart condition, after he was denied an appointment with a cardiologist on 11 occasions.</p>



<p>She said her father believed he had been singled out for additional punishment after demanding that prisoners received proper medical attention.</p>



<p>The lack of medical care, she said, was putting his life at risk. “He has a heart arrhythmia and he is at risk of a heart attack or a stroke at any time. We believe my father needs urgent surgery to install a pacemaker.”</p>



<p>Prisoners say denial of medical treatment, use of punitive solitary confinement and abuse are common. The family of Ahmed Jaafar Mohamed Ali, a dissident <a href="https://www.theguardian.com/global-development/2022/feb/16/extradition-of-bahraini-dissident-from-serbia-calls-interpol-role-into-question" target="_blank" rel="noreferrer noopener">extradited from Serbia to Bahrain last year</a> in contravention of a ruling by the European court of human rights because of fears he would be tortured in Bahrain, said he had joined the hunger strike.</p>



<p>His family say that after Ali demanded to see the duty officer at Jau on 15 August, the officer arrived and instructed other guards to pepper spray Ali in the face. He was then bound, with his arms behind his back and on his legs, before being taken to solitary confinement.</p>



<p>The national communication centre of Bahrain told the Guardian after publication: “The government of Bahrain is committed to protecting human rights and ensuring that international standards are met for all dealings with inmates at its reform and rehabilitation facilities”, and repeatedly asserted there were no prisoners of conscience held within its system.</p>



<p>Officers and other employees at Jau prison “are fully committed to dealing with inmates in accordance to the law,” it added.</p>



<p>The office of Bahrain’s interior ministry ombudsman said it had conducted investigations to “ensure the inmates obtain all their rights, whether from health care, visits or contact with their families, and are not being subjected to ill-treatment”.</p>



<p>Maryam al-Khawaja pointed to the broad international assistance received by Bahraini authorities from abroad, including Britain. The UK prime minister, Rishi Sunak, met the crown prince of Bahrain, Salman Bin Hamad Al Khalifa, in July. Britain also&nbsp;<a href="https://www.bbc.com/news/uk-63175535">increased funding</a>&nbsp;to the Bahraini interior ministry and security bodies to £1.8m last year through its opaque Gulf strategy fund.</p>



<p>She said: “The ruling family know they are incredibly dependent on their western allies … in many ways they [the allies] have enabled the Bahraini regime to stay in power.”</p>

<p style="font-size:21px">À l’heure où le président tunisien, Kaïs Saïed, est accusé de tenter de déconstruire de fond en comble le système politique de son pays, l’opposition contre son projet se renforce, nourrie par le sentiment que le chef de l’État est en train de bâtir une nouvelle autocratie, onze ans après la chute de Ben Ali.</p>



<p>Le 1er&nbsp;janvier, le&nbsp;gouvernement tunisien a lancé, tant bien que mal, la consultation nationale ordonnée par le président de la République, Kaïs Saïed, dans le cadre de sa volonté de proposer un remaniement profond de la Constitution et des&nbsp;institutions.</p>



<p>Une consultation très critiquée, y compris par les médias libres, qui se demandent, comme&nbsp;<strong>Business News</strong><strong>,</strong>&nbsp;s’ils doivent ou non se faire l’écho de cette consultation controversée sur le fond et sur la&nbsp;forme.</p>



<p><em>“On ne peut extraire cette consultation nationale du contexte global dans lequel elle arrive. Nous sommes devant un régime de coup d’État, issu d’une violation de la Constitution et qui consacre l’accaparement du pouvoir par un seul homme, Kaïs Saïed. Partant de là, la mission de protéger la démocratie et de se battre pour sa pérennité et sa restauration prend le dessus sur le devoir d’informer. Par conséquent, la médiatisation et la promotion de cette opération de consultation revient à faire la propagande d’un régime putschiste”,</em>&nbsp;écrit ainsi l’éditorialiste de&nbsp;<em>Business News,</em>&nbsp;Marouen&nbsp;Achouri.</p>



<h3 class="wp-block-heading">Dilemme</h3>



<p>Un dilemme pour les médias indépendants, qui coïncide avec un durcissement de l’opposition politique contre le chef de l’État, notamment après ce que ses détracteurs appellent l’<em>“enlèvement”</em> de l’un des hommes forts du parti islamiste Ennahda, Noureddine Bhiri..</p>

<h3 class="has-vivid-red-color has-text-color wp-block-heading">Depuis novembre 2020, quatre partisans présumés de l’opposition politique sont décédés après avoir été emprisonnés.</h3>



<p style="font-size:17px">Quatre hommes détenus en tant que partisans présumés de l’opposition politique en Guinée sont décédés entre novembre 2020 et janvier 2021, a déclaré aujourd’hui Human Rights Watch. Les quatre hommes faisaient partie des centaines de partisans ou sympathisants présumés de l’opposition arrêtés lors du référendum de mars 2020 et de l’élection présidentielle d’octobre 2020.</p>



<p style="font-size:17px">Les autorités guinéennes ont imputé ces décès à des maladies ou à des causes naturelles, mais des membres des familles des victimes, leurs avocats et des militants des droits humains ont déclaré que les quatre personnes étaient mortes à la suite de torture ou d’autres mauvais traitements, notamment de mauvaises conditions de détention et du manque d’accès à des soins médicaux adéquats pour de graves problèmes de santé. Le gouvernement guinéen devrait garantir une enquête approfondie, indépendante et transparente sur les circonstances de ces décès.</p>



<p style="font-size:17px">« Ces décès dans des circonstances suspectes soulèvent de graves préoccupations et devraient faire l’objet d’une enquête rapide et approfondie », a déclaré Ilaria Allegrozzi, chercheuse senior sur l’Afrique centrale à Human Rights Watch. « Les autorités devraient établir la cause de ces décès, fournir tous les détails pertinents aux familles et poursuivre de manière appropriée tout individu responsable d’actes répréhensibles. »</p>



<p style="font-size:17px">Entre le 21 janvier et le 7 février 2021, Human Rights Watch s’est entretenu par téléphone avec neuf membres des familles des victimes, une voisine de l’une d’entre elles, quatre avocats et trois membres d’organisations guinéennes de défense des droits humains. L’organisation a également examiné six photographies révélant des lésions sur le corps de l’une des victimes. Human Rights Watch a écrit au ministre guinéen de la Justice, Mory Doumbouya, le 5 mars, pour partager ses conclusions et demander des informations relatives à des questions spécifiques, mais n’avait pas reçu de réponse au moment de la publication de ce communiqué.</p>



<p style="font-size:17px">Roger Bamba, âgé de 40 ans, membre du conseil des jeunes de l’Union des forces démocratiques de Guinée (UFDG), le principal parti d’opposition du pays, est décédé le 17 décembre. Le porte-parole du ministre de la Justice a déclaré que la cause de la mort était une cirrhose du foie, mais l’épouse de Bamba a accusé le gouvernement de « crime d’État », affirmant que Bamba n’avait pas reçu les soins médicaux adéquats après être tombé malade pendant sa détention.</p>



<p style="font-size:17px">Ibrahima Sow, âgé de 62 ans, est décédé un mois plus tôt, le 16 novembre. Les autorités guinéennes ont déclaré que sa mort était liée à un diabète, mais sa famille affirme qu’il est décédé des suites de sa torture en détention.<br>Le 5 décembre, Lamarana Diallo est décédé à l’âge de 22 ans au domicile de sa sœur, le jour de sa remise en liberté de la Maison centrale de Conakry. Des membres de sa famille et un témoin ont assuré que les gardiens de prison avaient ramené Diallo chez lui dans un état de santé déplorable et qu’il était mort des suites de sa torture en détention, une accusation rejetée par le gouvernement.</p>



<p style="font-size:17px">Oury Barry, 21 ans, est décédé le 16 janvier. Sa famille et son avocat ont déclaré que sa mort était survenue dans sa cellule et qu’il n’avait pas reçu de soins médicaux appropriés pour les mauvais traitements et la maladie dont il avait souffert en détention, mais les autorités ont soutenu qu’il était mort à l’hôpital de « causes naturelles ».</p>



<p style="font-size:17px">Quatre proches de trois des victimes ont déclaré à Human Rights Watch avoir été menacés par les autorités pour leur dénonciation des abus que ces trois hommes auraient subis derrière les barreaux. « Depuis que nous avons dit aux médias que mon père avait été torturé en prison, les autorités et les forces de sécurité sont à nos trousses », a confié l’un des proches de Sow. « Des hommes en tenue civile sont venus dans notre quartier poser des questions sur moi et ma famille. Mon frère a quitté le pays de crainte d’être arrêté. J’ai reçu des appels anonymes me demandant de rencontrer un colonel concernant le cas de mon père. J’ai peur. »</p>



<p style="font-size:17px">Les quatre hommes se trouvaient tous en détention provisoire à la Maison centrale de Conakry, notoire pour ses mauvaises conditions d’incarcération et sa surpopulation : conçue pour 300 détenus, elle en accueille actuellement plus de 1 500.</p>



<p style="font-size:17px">« La surpopulation est un grave problème dans nos centres de détention », a déclaré à Human Rights Watch l’avocat guinéen des droits humains Thierno Souleymane Baldé. « Elle est causée, entre autres, par le recours généralisé à la détention provisoire. On estime que 60% des prisonniers en Guinée font l’objet d’une détention provisoire prolongée. »</p>



<p style="font-size:17px">La principale prison de Conakry regorge de centaines de membres de l’opposition et de sympathisants arrêtés par les forces de sécurité au moment de la tenue du référendum constitutionnel de mars 2020 et des élections présidentielles d’octobre 2020. « Les gens sont entassés dans des conditions inhumaines et la hausse du nombre de morts est une conséquence prévisible », a constaté un avocat guinéen des droits humains représentant plusieurs détenus politiques.</p>

<p style="font-size:17px">Des milliers de Russes se sont rassemblés dans le centre de Moscou, samedi 27 février, afin d&#8217;honorer la mémoire de Boris Nemtsov, mort il y a six ans jour pour jour. Cet opposant du président Vladimir Poutine avait été assassiné sur un pont situé à deux pas du Kremlin, de quatres balles à bout portant. </p>



<p style="font-size:17px">Toute la journée, des citoyens, ainsi que des diplomates occidentaux, ont déposé des fleurs sur le mémorial de fortune érigé sur les lieux de sa mort, régulièrement démantelé par les autorités. Selon l&#8217;ONG Compteur Blanc, spécialisée dans le suivi des manifestations, environ 7 800 personnes avaient pris part au rassemblement à 17h30, heure locale.</p>



<p style="font-size:17px">Boris Nemtsov avait été vice-Premier ministre à l&#8217;époque du président Boris Eltsine, et jouait un rôle important dans l&#8217;opposition jusqu&#8217;à sa mort. A l&#8217;occasion des JO d&#8217;hiver 2014 de Sotchi, il avait par exemple dénoncé dans un rapport le détournement de 23 milliards d&#8217;euros par Vladimir Poutine et son entourage. </p>



<p style="font-size:17px">En juillet 2017, cinq hommes originaires des républiques de Tchétchénie et d&#8217;Ingouchie, dans le Caucase russe, avaient été condamnés pour ce meurtre à des peines de 11 à 20 ans de prison. La famille de Boris Nemtsov avait toutefois dénoncé un <em>&#8220;fiasco total&#8221;</em> de la justice russe qui n&#8217;a pas identifié le véritable commanditaire.</p>



<p style="font-size:17px"><em>&#8220;Nous nous rassemblons ce jour chaque année à cet endroit pour montrer au pouvoir que nous n&#8217;avons pas oublié et n&#8217;oublierons pas&#8221;</em>, a déclaré aux journalistes l&#8217;opposant et ancien Premier ministre Mikhaïl Kassianov. <em>&#8220;La mémoire de Boris ne sera pas effacée.&#8221; </em>L&#8217;anniversaire de la mort de Nemtsov est généralement marqué par une marche de l&#8217;opposition dans le centre de Moscou, mais il a été décidé cette année de ne se rendre qu&#8217;au mémorial en raison des restrictions sanitaires dues à l&#8217;épidémie de Covid-19.</p>

Des gerbes ont également été déposées par les ambassadeurs de l&#8217;Union européenne, des Etats-Unis et du Royaume-Uni, entre autres représentants occidentaux. <em>&#8220;[Boris] Nemtsov fait encore figure d&#8217;exemple pour ceux qui ne sont pas indifférents à la liberté, aux droits humains et à la démocratie&#8221;</em>, a tweeté la représentation de l&#8217;UE en Russie.</p>

Not because it fears its bite, but to ensure that others fear China’s power. Though Hong Kong’s legislative council offered the region a taste of democracy, its powers have always been extremely limited.</p>

<p style="font-size:18px"> The body is dominated by pro-Beijing members, thanks to a carefully structured system for choosing lawmakers, with only half directly elected by ordinary residents. In recent years, pro-democracy politicians have been disqualified from running, or removed from the body after winning office.</p>



<p style="font-size:18px">That used to require judicial proceedings. Now it needs only Beijing’s say-so. On Wednesday, minutes after China passed a law allowing the removal of “unpatriotic” lawmakers, the region’s government <a href="https://www.theguardian.com/world/2020/nov/11/china-pro-democracy-hong-kong-lawmakers-opposition-oust" target="_blank" rel="noreferrer noopener">disqualified four pro-democracy members</a> of LegCo. The rest of their caucus resigned en masse. This summer’s imposition of the draconian national security law had sounded the death knell for Hong Kong’s autonomy. Now, the authorities no longer want even the facade of democratic debate. Carrie Lam, the chief executive – who recently said there was no separation of powers in Hong Kong – insisted there was no shame in a legislature lacking an opposition. “We are more excited when bills are passed more efficiently,” she said.</p>



<p style="font-size:18px">District councillors, a level down in the political system, may well be next in line given the landslide victory for pro-democracy candidates in elections a year ago. The ousting of LegCo members is only a part of the campaign to cow dissent after last year’s extraordinary protests, which, at their height, saw one in four people take to the streets. The national security law was a decisive blow to Hong Kong’s freedoms, and since then repression has sharply escalated.</p>



<p style="font-size:18px">Schools, libraries and booksellers have been told to remove books that might break the new law. Hong Kong University sacked the leading legal scholar and activist Benny Tai. Teachers, too, are under growing scrutiny. Last week, a journalist was charged over her work on a report relating to alleged police misconduct during the protests last year. The judiciary, seen by many as the last line of defence – and essential to Hong Kong’s status as an international financial centre – is <a href="https://hongkongfp.com/2020/10/24/how-judges-became-the-last-front-line-in-the-battle-for-hong-kongs-freedoms/" target="_blank" rel="noreferrer noopener">also under attack</a>. Pro-Beijing legislators and newspapers have <a href="https://twitter.com/XinqiSu/status/1325640485390540801" target="_blank" rel="noreferrer noopener">targeted judges</a> and even the chief justice. Though key components of a democratic society have been targeted, the menace is more general: a new hotline for informers reportedly received 2,500 tipoffs about breaches of the national security law in a day.</p>



<p style="font-size:18px">As the mood darkens, some Hong Kongers are voting with their feet: the UK expects hundreds of thousands to arrive under new visa provisions. Others are determined not to give up, as hopeless as their cause seems. They aim at least to keep alive the memory of autonomy, and of information and dissent as part of ordinary life: “We [are] quitting this term, this legislature … We are not quitting Hong Kong’s fight,” said Claudia Mo, one of the resigning lawmakers.</p>



<p style="font-size:18px">Opposition in the legislature is over. The resistance in society endures.</p>
