<p style="font-size:17px"><em><strong>Nigerians have been hit by a double whammy of chronic fuel shortages and a hike in prices by the state-owned oil company.</strong></em></p>



<p>The Nigerian National Petroleum Corporation (NNPC), which imports the country’s fuel and distributes it to private sellers, blamed its debts and rising global prices for its difficulty in getting fuel.</p>



<p>Many people have been left stranded with long queues at petrol stations nationwide. Commuters in Lagos have been lining up at bus stations, but there very few buses operating.</p>



<p>Others told the BBC they have been forced to trek long distances as public transport prices have doubled along some routes.</p>



<p>On Tuesday, the NNPC said it was putting up the petrol price from 617 naira ($0.40, £0.30) to 897 naira a litre.</p>



<p>Its petrol stations have the cheapest fuel on sale in the country &#8211; but at the vast majority of other private garages the pump price is much higher.</p>



<p>When the NNPC puts up the price, so do private sellers and in some states, like Oyo, Kano and Kaduna, petrol is now selling for as much as 1,200 naira a litre.</p>



<p>Many garages around the country have shut because they have run out of fuel, others have closed to adjust their prices.</p>



<p>In the capital, Abuja, most are open but all have long queues as desperate drivers wait their turn &#8211; some slept in their cars overnight.</p>



<p>Fuel stations are not rationing supply, so there is a danger their wait will be futile.</p>



<p>A motorcycle rider in Kano, the main trading hub of northern Nigeria, said it was frustrating: “Most of the fuel stations here in Kano are closed because they want to adjust their pumps to the new price.</p>



<p>“I was able to get fuel at 950 naira at a particular station, but other places have already started selling at 1,200 per litre,” Aminu Danyaro told the BBC.</p>



<p>Black-market traders, who buy fuel from petrol stations and sell it by the roadside from jerrycans at inflated prices, are doing a brisk trade in Kano, where there is significantly less traffic than usual.</p>



<p>The Nigeria Labour Congress (NLC) &#8211; the country’s main trade union body &#8211; says it feels “betrayed”, explaining that the reason it accepted the new minimum monthly wage of 70,000 naira ($44, £34) in July was because there was an agreement with the government that petrol price would not be increased.</p>



<p>When President Bola Tinubu came to power last year, he shocked Nigerians on his first day by removing a subsidy that kept the price of fuel low.</p>



<p>This &#8211; amongst other policies &#8211; has led to the worst economic crisis in a generation and cost-of-living protests, dubbed “10 days of rage”, were held countrywide last month.</p>



<p>Nigerians are now pinning their hopes on the new privately owned Dangote Petroleum Refinery, which has been built by one of Africa’s richest man, Aliko Dangote.</p>



<p>On Monday, it was announced with great fanfare that the refinery had just started producing petrol &#8211; a milestone in Nigeria which despite being Africa’s largest producer of crude oil imports all its refined fuel.</p>



<p>But it is not clear how long Nigerians will have to wait to see ready availability of petrol or a drop in prices.</p>

<p style="font-size:17px">The death toll from Cyclone Freddy in Malawi and Mozambique has risen past 200 on Tuesday, after the record-breaking storm triggered floods and landslips.</p>



<p>Rescue workers warned that more victims were likely as they scoured destroyed neighbourhoods for survivors even as hopes dwindled.</p>



<p>The fierce storm hit south-eastern Africa at the weekend, in its second landfall since late February after brewing off Australia and traversing the Indian Ocean.</p>



<p>Malawi’s government said at least 190 people were killed with 584 injured and 37 missing, while authorities in neighbouring Mozambique reported 20 deaths and 24 injured.</p>



<p>“The situation is very dire,” said Guilherme Botelho, emergency project coordinator for Doctors Without Borders (MSF) in Malawi. “There are many casualties, either wounded, missing or dead, and the numbers will only increase in the coming days.”</p>



<p>Many people died in mudslides that washed away homes in the country’s commercial capital, Blantyre.</p>



<p>Across the country, nearly 59,000 people have been affected and more than 19,000 displaced, with many now sheltering in schools and churches.</p>



<p>Freddy was still causing localised rains and winds in southern Malawi on Tuesday, but conditions were expected to ease from Wednesday evening, according to the country’s meteorological service.</p>

<p>In Chilobwe, a township outside Blantyre, stunned survivors surveyed flattened houses and other structures as rain continued to fall.</p>



<p>John Witman, who is in his 80s, stood in front of what had been his son-in-law’s home. It was now just rocks and gushing water, the house having been swept away.</p>



<p>“I wish that we could find him, and find closure. We feel helpless because no one is here to help us,” he said.</p>

<p>In Chimwankhunda, a few kilometres away, Steve Panganani Matera pointed to a mound of mud. “There were plenty of houses, but they are all gone,” Matera said. “There are plenty of bodies down there in the mud.”</p>



<p>Fourteen-year-old Mayeso Chinthenga said his family’s house was taken by the cascading mud. “We were out looking for firewood when we saw rocks rolling down the mountain so we ran for safety. Some of our neighbours died on the spot,” he said at a nearby school.</p>



<p>President Lazarus Chakwera, who returned to the country on Tuesday after attending a United Nations conference in Qatar, hailed the relief efforts by volunteers. “We have arrived to a devastated nation,” he said in a statement.</p>



<p>Cyclone Freddy reached landlocked Malawi early on Monday after sweeping through Mozambique at the weekend.</p>



<p>The storm has unofficially broke the World Meteorological Organization’s benchmark as the longest-lasting tropical cyclone on record, set in 1994 for a 31-day storm named John.</p>



<p>Freddy became a named storm on 6 February, making landfall in Madagascar on 21 February and sweeping over the island before reaching Mozambique on 24 February.</p>



<p>It then returned to the Indian Ocean and gathered new energy over its warm waters, before reversing course to come back much more powerful at the weekend, packing wind gusts of up to 200 km/h (125mph), according to Emmanuel Cloppet of the Meteo-France weather service.</p>



<p>Meteorologists say that cyclones tracking across the entire Indian Ocean are very infrequent – the last occurred in 2000 – and that Freddy’s loopback was even more exceptional.</p>



<p>“It’s a very rare thing that these cyclones feed themselves over and over again,” said climate expert Coleen Vogel at South Africa’s University of the Witwatersrand.</p>



<p>The cyclone has piled more woes on Malawi, already grappling with the deadliest cholera outbreak in its history, which has killed more than 1,600 people since last year.</p>



<p>Fears of a cholera resurgence after the outbreak started in the aftermath of another tropical storm last year have been exacerbated by vaccines shortages.</p>
