<p style="font-size:18px">China has announced that its requirement for travellers arriving in the country to go into quarantine will end on 8 January.</p>



<p>The measure is the latest in a series of restrictions to be lifted as China abandons its zero-Covid policy.</p>



<p>China is seeing an explosion in Covid-related infections and medical workers have said they are struggling to cope.</p>



<p>In his first comments on the changes, President Xi Jinping urged officials to do what was &#8220;feasible&#8221; to save lives.</p>



<p>State media quoted him as saying the country faced new situations demanding a more targeted response.</p>



<p>China has stopped publishing Covid statistics, but it is thought thousands of people may be dying every day.</p>



<p>Since March 2020, all passengers arriving in China have had to undergo mandatory centralised quarantine.</p>



<p>But the length of time has been progressively reduced, from three weeks originally to just five days at present.</p>



<p>Under the new rules, Covid will be downgraded from a Class A infectious disease to Class B, meaning that quarantine will no longer be enforced.</p>



<p>China&#8217;s about-turn on how it manages the pandemic has left Mr Xi in an uncomfortable position, analysts say.</p>



<p>He was the driving force behind the zero-Covid policy, which was blamed for restricting people&#8217;s lives excessively and harming the economy.</p>



<p>But having abandoned it, he now has to take responsibility for the huge wave of infections and hospital admissions, mainly among older people.</p>



<p>Public anger over the president&#8217;s handling of the pandemic is one of the areas in which he is most vulnerable.</p>

<p class="has-medium-font-size">Lundi 28 novembre, les manifestations continuent en Chine.&nbsp;Les Chinois expriment leur refus des différents confinements ainsi que de la politique zéro Covid du gouvernement.</p>



<p>Des disputes entre force de l’ordre et manifestants, c&#8217;est le genre de scènes qui se multiplient dans les rues des villes chinoises. Plusieurs personnes ont été arrêtées pour ne pas avoir respecté les ordres de policiers. Pour empêcher de nouvelles manifestations, des barricades ainsi que des barrières ont été mises en place par les autorités. Dimanche 27 novembre, des manifestations historiques se sont déroulées dans les villes chinoises.</p>



<h2 class="wp-block-heading">Une situation difficile à supporter</h2>



<p>Les manifestants scandaient : <em>&#8220;On ne veut plus de test PCR, on veut la liberté&#8221;</em>. Pour des habitants français qui vivent en Chine, la situation est difficile à supporter. <em>&#8220;Ce qui est dur, ce sont les tests PCR en permanence, les confinements qui peuvent arriver du jour au lendemain&#8221;</em>, réagit Benoit Viguier, designer automobile. Les manifestants tendent aussi des feuilles blanches pour réclamer plus de libertés d’expression.</p>

<p>A fire that killed 10 people in China’s Xinjiang region has sparked anger at the zero-COVID policy as Beijing faces increasing public disapproval over its hardline approach to stopping the spread of the coronavirus.</p>



<p>On Thursday night, 10 people were killed and nine injured after a fire in a residential building in the northwest region’s capital Urumqi, the state news agency Xinhua reported.</p>



<p>Chinese and overseas social media posts which have emerged since Friday claimed rescue attempts were hampered because of COVID lockdowns, and that&nbsp;residents could not escape in time.</p>



<p>China’s COVID policy has led to public frustration and some videos appeared to show crowds of people protesting against the policy in the streets of Urumqi, following demonstrations in other cities.</p>



<p>China has put the vast Xinjiang region, home to 10 million Uighurs, under some of the country’s longest lockdowns, with many of Urumqi’s four million residents barred from leaving their homes for as long as 100 days.</p>

<p>While the rest of the world is living with COVID-19, China has stuck with a strict “zero-COVID” strategy that relies on snap lockdowns, mass testing, lengthy quarantines, and border controls to stamp out the virus wherever it pops up.</p>



<p>Videos of the protests have been circulating online. One showed people in a plaza singing China’s national anthem with its lyric: “Rise up, those who refuse to be slaves!”, while others shouted they wanted to be released from lockdowns.</p>



<p>Another video shows dozens of people marching through a neighbourhood in the east of the city, shouting the same slogan before confronting a line of hazmat-clad officials and security personnel.</p>



<p>Posts on the Chinese social media platform Weibo said rescue vehicles were unable to get past electric cars to get to the residential building which was on fire. Rescue workers and residents were unable to move the cars which had not been charged because of the lockdowns.</p>



<p>City fire and rescue chief Li Wensheng said “a lack of parking spaces and a large number of private vehicles parked on both sides” caused rescue efforts to be delayed, state broadcaster CCTV reported.</p>



<p>Urumqi police said in a Friday post on Weibo they detained a woman for “spreading online rumours” relating to the number of casualties from the blaze.</p>

<p>Urumqi Mayor Maimaitiming Kade issued a rare formal apology but denied allegations online, including that residents’ doors were sealed shut with iron wiring.</p>



<p>“Some residents’ ability to rescue themselves was too weak … and they failed to escape in time,” Wensheng said.</p>



<p>But social media posts showed many residents were locked in their homes because of COVID-19 controls.</p>



<p>China on Friday reported more than 32,000 infections in the past 24 hours, up from more than 31,000 reported on Thursday. The vast majority of the cases have been asymptomatic.</p>



<p>The numbers on Thursday and Friday surpassed a previous record set in April of just under 30,000 cases. That surge resulted in the commercial hub of Shanghai, home to 25 million people, being placed under lockdown which lasted for two months.</p>



<p>The newest wave has been accompanied by restrictions which have slowly tightened across the country.</p>

<p class="has-medium-font-size">Malgré les manifestations contre les fortes restrictions liées au Covid-19, le gouvernement chinois maintient son cap sans faiblir.</p>



<p>Après les premières révoltes, les manifestations se poursuivent en Chine, notamment dans la plus grande usine de fabrication d&#8217;iPhone au monde. Rien ne semble calmer les manifestants, alors que le gouvernement mène toujours une politique très restrictive vis-à-vis de la pandémie. On estime aujourd&#8217;hui qu&#8217;un quart de la population est confiné. &#8220;La colère gronde, l&#8217;incompréhension aussi, mais le gouvernement ne lâche rien de sa politique zéro Covid. </p>



<p>D’abord parce que le président lui-même Xi Jinping l’a brandie depuis le départ comme un étendard, ‘l’humain passe avant l&#8217;économie’ martèle-t-il régulièrement. Que se passerait-il si la Chine ouvrait les vannes et vivait avec le Covid-19 ? Selon les autorités, le système hospitalier pourrait s&#8217;écrouler avec un afflux de malades&#8221;, explique Arnauld Miguet, correspondant à Shanghai.</p>



<h2 class="wp-block-heading">Une faible vaccination des seniors&nbsp;</h2>



<p>&#8220;Et puis il y a évidemment la question de la vaccination. Les vaccins chinois seraient moins efficaces que les vaccins européens et les seniors sont assez faiblement vacciné. 51% seulement des plus de 80 ans ont reçu deux doses d&#8217;un vaccin chinois. Les octogénaires représentent 32 millions de personnes. Des personnes évidemment à risque. Le gouvernement encourage les villes et les autorités locales à construire des centres de quarantaine. Preuve en est que la politique zéro Covid n&#8217;est pas encore terminé&#8221;, conclut Arnauld Miguet.</p>

<p class="has-medium-font-size">Workers have broken out of Apple&#8217;s largest iPhone assembly factory in China after a Covid outbreak forced staff to lockdown at the workplace.</p>



<p>Video shared online showed about 10 people jumping a fence outside the plant, owned by manufacturer Foxconn, in the central city of Zhengzhou.</p>



<p>Chinese people and businesses are continuing to grapple with President Xi Jinping&#8217;s rigid zero-Covid policy.</p>



<p>It is not clear how many cases of Covid have been identified at the factory.</p>



<p>However in the last week, Zhengzhou, the capital of China&#8217;s Henan province, reported 167 locally transmitted infections &#8211; up from 97 the week before, according to Reuters news agency.</p>



<p>The city of about 10 million people was partially locked down as a result, as China continues to use strict lockdown measures to deal with Covid.</p>



<p>Foxconn, which acts as a supplier to US-based Apple, has hundreds of thousands of workers at its Zhengzhou complex and has not provided an official count of how many are infected.</p>



<p>The Taiwan-based company claimed on Sunday that it would not stop workers from leaving.</p>



<p>However, in <a href="https://twitter.com/StephenMcDonell/status/1586633671150211072" target="_blank" rel="noreferrer noopener">footage shared</a> on Chinese social media, and by the BBC&#8217;s China correspondent Stephen McDonnell, workers were allegedly filmed escaping from the grounds to begin lengthy walks back to their hometowns in a bid to avoid being caught on public transport.</p>



<p>One 22-year-old worker, surnamed Xia, <a href="https://www.ft.com/content/7df7443c-226b-455a-8424-cc6c4a15787a" target="_blank" rel="noreferrer noopener">told the Financial Times</a> it was &#8220;total chaos in the dormitories&#8221; he and colleagues were being kept in. &#8220;We jumped a plastic fence and a metal fence to get out of the campus,&#8221; he added.</p>



<p>Workers also claimed the area surrounding the plant had been locked down for days, with Covid-positive workers being subjected to daily testing and quarantines to try to contain the outbreak.</p>



<p>Last week, on 19 October, Foxconn announced it was banning all dine-in catering at the Zhengzhou plant and required workers to eat meals in their rooms.</p>



<p>At the same time, the company told reporters it was maintaining &#8220;normal production&#8221; as the plant ramped up production of the latest iPhone 14 models.</p>



<p>&#8220;The government agreed to resume dine-in meals to improve the convenience and satisfaction of employees&#8217; lives,&#8221; Foxconn said in a statement on Sunday.</p>



<p>It added that for those wanting to return home, &#8220;the [plant] is co-operating with the government to organise personnel and vehicles to provide a point-to-point orderly return service for employees from today&#8221;.</p>



<p>The BBC has reached out to Foxconn for comment.</p>



<p>Under China&#8217;s strict zero-Covid policy, cities are given powers to act swiftly to quell any outbreaks of the virus. This includes anything from full-scale lockdowns to regular testing and travel restrictions.</p>



<p>Many had hoped President Xi would drop the legislation before the end of the year but at the recent 20th Communist Party congress, he made clear this was unlikely to happen anytime soon.</p>

<p class="has-medium-font-size">The UK has become the first country to approve a dual vaccine which tackles both the original Covid virus and the newer Omicron variant.</p>



<p>The upgraded vaccine should be available as an autumn booster and give better protection against variants.</p>



<p>Moderna said it could supply doses in the next few weeks, but exactly who will get them has yet to be announced.</p>



<p>All over-50s and people in high-risk groups will be offered some form of booster from next month.</p>



<p>Cases of coronavirus are currently falling in the UK, in mid-to-late July, around 2.5 million people tested positive for coronavirus.</p>



<p>The original vaccines used in the pandemic were designed to train the body to fight the first form of the virus that emerged in Wuhan, in China, at the end of 2019.</p>



<p>The Covid virus has since mutated substantially, with a stream of new variants emerging that can dodge some of our immune defences. They have caused large surges in cases around the world.</p>



<h2 class="wp-block-heading" id="Sharpened-tool">&#8216;Sharpened tool&#8217;</h2>



<p>Moderna&#8217;s vaccine targets both the original strain and the first Omicron variant (BA.1), which emerged last winter. It is known as a bivalent vaccine as it takes aim at two forms of Covid.</p>



<p>The UK&#8217;s Medicines and Healthcare Products Regulatory Agency has considered the evidence and given the vaccine approval for use in adults.</p>



<p>Dr June Raine, the regulator&#8217;s chief executive, said: &#8220;The first generation of Covid-19 vaccines being used in the UK continue to provide important protection against the disease and save lives.</p>



<p>&#8220;What this bivalent vaccine gives us is a sharpened tool in our armoury to help protect us against this disease as the virus continues to evolve.&#8221;</p>



<p><a href="https://investors.modernatx.com/news/news-details/2022/Moderna-Announces-Omicron-Containing-Bivalent-Booster-Candidate-mRNA-1273.214-Demonstrates-Superior-Antibody-Response-Against-Omicron/default.aspx">The results of experiments on 437 people</a>&nbsp;showed the updated vaccine was safe and gave better immune protection against newer variants.</p>



<p>Levels of antibodies that were able to stick to and disable Omicron (BA.1) were 1.7 times higher in people given the new vaccine. Tests against more recent Omicron variants (BA.4 and BA.5), which are causing the UK&#8217;s current wave, also showed higher levels of protection with the updated vaccine.</p>



<p>However, it is far from clear what that means in terms of preventing you becoming seriously ill. And it is uncertain what variants we will be facing in the coming months and exactly how well the updated vaccine will perform against them.</p>



<p>Stéphane Bancel, the chief executive officer of Moderna, said he was &#8220;delighted&#8221; the vaccine had been approved.</p>



<p>He said: &#8220;This represents the first authorization of an Omicron-containing bivalent vaccine, this bivalent vaccine has an important role to play in protecting people in the UK from Covid-19 as we enter the winter months.&#8221;</p>



<p><strong>In the UK, the following people will be offered some form of booster:</strong></p>



<ul class="wp-block-list"><li>health and social care staff</li><li>everyone aged 50 and over</li><li>carers who are over the age of 16</li><li>people over five whose health puts them at greater risk, this includes pregnant women</li><li>people over five who share a house with somebody with a weakened immune system</li></ul>



<p>Around 26 million people will be eligible for an autumn booster, Moderna says it will be able to supply 13 million doses by the end of the year.</p>



<p>Originally those aged 50-65 were not going to be jabbed. However, the immunisation campaign has been expanded because of the fast spread of variants, uncertainty about how the virus will mutate and the expectation that we will be more social and give virus a helping hand this winter &#8211; including at Christmas.</p>



<p>However, most people under 50 will not be boosted this winter. The focus is preventing those most at risk from becoming seriously ill rather than stopping the young passing the virus on to older relatives.</p>



<p>Moderna is not the only company updating its vaccines. <a href="https://www.pfizer.com/news/press-release/press-release-detail/pfizer-and-biontech-announce-omicron-adapted-covid-19" target="_blank" rel="noreferrer noopener">Pfizer has also been developing vaccines</a> that can target Omicron, however, the Oxford-AstraZeneca vaccine is not.</p>

<p class="has-medium-font-size">The world is in the grip of an unprecedented hunger crisis. A toxic combination of climate crisis, conflict and Covid had already placed some of the poorest countries under enormous strain, but Russia’s invasion of Ukraine has sent grain and fuel prices soaring.</p>



<p>“We thought it couldn’t get any worse,” said David Beasley, director of the UN World Food Programme (WFP), in June. “But this war has been devastating.”</p>



<p>Globally, the UN says, the number of people living with hunger, or chronic undernourishment, rose to as many as 828 million last year, an increase of about 150 million since the outbreak of the pandemic. There is a “real danger”, warned Beasley on Wednesday, that the ripple effect of Ukraine will cause it to rise even further in the months ahead – and that some countries will be pushed into famine as a result.</p>



<p>“The result will be global destabilisation, starvation, and mass migration on an unprecedented scale,” he warned. “We have to act today to avert this looming catastrophe.”</p>

<h2 class="wp-block-heading"><strong>What is famine?</strong></h2>



<p>In 2004, the UN’s <a href="https://www.fao.org/europeanunion/eu-projects/ipc/en/" target="_blank" rel="noreferrer noopener">Food and Agriculture Organization</a> developed the Integrated Food Security Phase Classification (IPC), as a <a href="https://www.ipcinfo.org/" target="_blank" rel="noreferrer noopener">tracking tool for global hunger</a>. It has become the primary means of identifying famine, with a sliding scale from phase 1 (no or minimal food insecurity) to phase 5 (catastrophe or famine).</p>



<p>It <a href="https://www.ipcinfo.org/famine-facts/en/" target="_blank" rel="noreferrer noopener">defines a famine</a> as an extreme deprivation of food where “starvation, death, destitution and extremely critical levels of acute malnutrition are or will likely be evident”.</p>



<p>To meet the criteria, an area will have at least 20% of households facing an extreme lack of food, at least 30% of children suffering from acute malnutrition, and two people for every 10,000 a day dying “due to outright starvation or to the interaction of malnutrition and disease”.</p>



<p>If a number of households are experiencing famine conditions but not at the required level (20% of the population), or if local malnutrition or mortality levels have not reached the required thresholds for famine, those households will be put in the IPC phase-5 catastrophe category, even if the area as a whole is not in phase-5 famine.</p>



<p>Another term – used by UN agencies, aid organisations and the media – is “famine likely”. It is useful for situations in which, for instance, humanitarian access is limited. This applies to places where, although available information indicates that famine is likely to be unfolding, there is not enough evidence to meet the criteria for a full classification.</p>

<h2 class="wp-block-heading"><strong>Where is famine most likely to occur</strong><strong>?</strong></h2>



<p>According to the IPC, no area meets the criteria for a phase-5 famine classification. However, several countries – Ethiopia, Somalia, South Sudan, Yemen and Afghanistan – have <a href="https://www.ipcinfo.org/ipc-country-analysis/population-tracking-tool/en/" target="_blank" rel="noreferrer noopener">sections of their population</a> living with phase-5 catastrophic levels of hunger.</p>



<p>In Ethiopia last year, 352,000 people facing this level of hunger were living in the north, but the reality of the situation is unclear due to access issues.</p>



<p>In its <a href="https://www.ipcinfo.org/ipc-country-analysis/details-map/en/c/1155662/?iso3=SOM" target="_blank" rel="noreferrer noopener">June to September projection</a> for Somalia, the IPC said there was a reasonable chance of famine unfolding in eight areas of the country in the event of widespread crop failure, food prices continuing to rise and humanitarian aid not being scaled up. About 213,000 people are expected to face catastrophic conditions. In certain districts the signs are bad: in the southern district of Baidoa, for example, home to tens of thousands of displaced people, the acute malnutrition threshold for famine has been breached.</p>

<h2 class="wp-block-heading"><strong>If famine does occur, what&nbsp;</strong><strong>is the likely human toll?</strong></h2>



<p>It is impossible to say for certain, but history has some lessons. The 1992 famine in Somalia is thought to have killed about 220,000 people, a total surpassed between 2010 and 2012, when another famine claimed nearly 260,000 lives, half of them children. The consensus was that the relief organisations had been too slow to act; by the time a famine had been declared, more than 100,000 people had already died.</p>



<p>The last time a famine was declared – in parts of South Sudan in 2017 – the official famine period lasted just three months and the death toll is thought to have been lower (there are no official figures available), partly as a result of a generous humanitarian response. In 2017-18, as part of that effort, UK government aid to the wider region totalled £861m. In 2021-22, according to <a href="https://www.oxfam.org.uk/media/press-releases/uk-guilty-of-dereliction-of-duty-in-turning-its-back-on-tens-of-millions-struggling-to-survive-global-hunger-crisis-oxfam/" target="_blank" rel="noreferrer noopener">Oxfam</a>, aid to the four east African countries most affected by hunger (Ethiopia, Kenya, Somalia and South Sudan) was just £288m – two-thirds of the figure from the previous crisis in 2017-18..</p>

<p>Les chercheurs ayant rédigé «&nbsp;<em>L’éducation prise pour cible – Rapport 2022</em>&nbsp;» ont constaté que le nombre d&#8217;attaques contre l&#8217;éducation et l&#8217;utilisation militaire des écoles a augmenté d&#8217;un tiers entre 2019 et 2020, et s&#8217;est poursuivi à ce rythme accru en 2021, même si les écoles et les universités du monde entier ont fermé pendant de longues périodes durant la pandémie de Covid-19. La GCPEA a constaté une augmentation des attaques dans des pays comme le Burkina Faso, la Colombie, l&#8217;Éthiopie, le Mali, le Myanmar et le Nigéria, ainsi qu’une émergence dans d&#8217;autres pays tels que le Mozambique et l&#8217;Azerbaïdjan, tandis que des tendances à la baisse ont été identifiées au Soudan du Sud, en Syrie et au Yémen. Les attaques se sont intensifiées en 2022 : plus d&#8217;un millier d&#8217;écoles et d&#8217;universités ont été endommagées en Ukraine depuis le 24 février, selon le&nbsp;<a href="https://saveschools.in.ua/en/" target="_blank" rel="noreferrer noopener">ministère ukrainien de l&#8217;Éducation et des Sciences</a>&nbsp;et des&nbsp;<a href="https://ukraine-analysis-hub.acaps.org/" target="_blank" rel="noreferrer noopener">organisations de la société civile</a>.</p>



<p>«&nbsp;<em>Il est crucial que les gouvernements et les groupes armés mettent fin aux attaques contre l&#8217;éducation et cessent d&#8217;utiliser les écoles et les universités à des fins militaires</em>&nbsp;», a déclaré Diya Nijhowne, Directrice exécutive de la GCPEA. «&nbsp;<em>Les gouvernements devraient enquêter sur les attaques et engager des poursuites contre les responsables des abus. Dans les campagnes visant un retour à l&#8217;école post-Covid-19, ils devraient intégrer pleinement les élèves touchés par les attaques, en élargissant les programmes d&#8217;éducation alternative développés pendant la pandémie si nécessaire.</em>&nbsp;»</p>



<p>Les attaques contre l&#8217;éducation impliquent des forces armées et des groupes armés non étatiques bombardant et incendiant des écoles ainsi que des universités, et tuant, blessant, violant, enlevant, arrêtant arbitrairement et recrutant des élèves et des enseignants dans ou à proximité des établissements d&#8217;enseignement, pendant un conflit armé. En plus des morts et des blessés causés par ces attaques, la destruction et l’occupation des écoles bouleversent l&#8217;apprentissage, parfois de façon permanente, et entraînent des conséquences sociales et économiques à long terme.</p>



<p>Les armes explosives, impliquées dans un cinquième de toutes les attaques signalées contre l&#8217;éducation, ont eu des effets particulièrement dévastateurs, tuant ou blessant d&#8217;innombrables élèves et enseignants, et endommageant des centaines d&#8217;écoles et d&#8217;universités. En Afghanistan, des attaques contre des écoles impliquant des armes explosives&nbsp;<a href="https://9ehb82bl65d34vylp1jrlfy5-wpengine.netdna-ssl.com/wp-content/uploads/EWIPA-Afghanistan-2021-Fr.pdf" target="_blank" rel="noreferrer noopener">ont tué ou blessé au moins 185 élèves – en grande majorité des filles &#8211; et enseignants</a>, au cours du seul premier semestre de 2021. En Palestine, des frappes aériennes et terrestres&nbsp;<a href="https://protectingeducation.org/wp-content/uploads/impact_attackeducation_palestine_2022_en.pdf" target="_blank" rel="noreferrer noopener">ont endommagé un quart des écoles de Gaza</a>&nbsp;lors d&#8217;une escalade des hostilités en mai 2021.</p>



<p>Les attaques contre les écoles représentaient près des deux tiers de tous les rapports d&#8217;attaques contre l&#8217;éducation et d&#8217;utilisation militaire recueillis par la GCPEA, une proportion similaire aux deux années précédentes. En 2020 et 2021, la République démocratique du Congo, le Mali et la Palestine ont été les pays les plus touchés par les attaques contre les écoles, chacun de ces pays ayant connu plus de 400 menaces ou attaques réelles.</p>



<p>Les taux d&#8217;utilisation militaire des écoles et des universités par les forces armées et les groupes armés non étatiques ont plus que doublé en 2020 et 2021 par rapport aux deux années précédentes. Cette hausse a été entraînée par une augmentation du nombre d&#8217;écoles utilisées comme casernes, centres de détention ou pour des opérations militaires. Le Myanmar a enregistré plus de 200 cas de ce type, principalement après le coup d&#8217;État militaire de février 2021.</p>



<p>Les attaques ciblées contre les élèves et les éducateurs ont également été répandues. Au Nigeria,&nbsp;<a href="https://www.france24.com/en/live-news/20210901-nigeria-more-than-70-students-kidnapped-from-high-school-by-gunmen-police" target="_blank" rel="noreferrer noopener">plus de 1 000 élèves ou enseignants auraient été enlevés, blessés ou tués</a>, dont au moins un tiers de femmes et de filles. Le rythme de ces attaques, dont bon nombre sont le fait de groupes armés non identifiés, a augmenté à partir de décembre 2020. Le Burkina Faso, le Cameroun, la Palestine, la Somalie ainsi que la Colombie ont compté également un nombre élevé d&#8217;élèves et d&#8217;éducateurs menacés, enlevés, blessés ou tués.</p>



<p>Des groupes armés ou des forces armées ont également ciblé des écoles pour recruter des enfants. Au cours des deux dernières années, les forces armées de l&#8217;État ou des groupes armés auraient recruté des élèves dans des écoles en Colombie, en République démocratique du Congo, au Mali et au Yémen, tandis que des forces armées, des forces de sécurité ou des groupes armés auraient été responsables de violences sexuelles au sein ou sur le trajet des écoles et des universités dans au moins sept pays.</p>



<p>Les universités, leurs étudiants et leur personnel ont également été la cible de tirs au cours des deux dernières années, avec plus de 320 incidents signalés. La plupart de ces attaques visaient des étudiants et du personnel universitaires, tandis qu&#8217;un quart des incidents visaient des établissements universitaires. Plus de 550 étudiants ou membres du personnel universitaire ont été blessés, enlevés ou tués, et 1 450 autres ont été détenus, arrêtés ou condamnés.</p>



<p>La pandémie de Covid-19 n&#8217;a pas ralenti les attaques contre l&#8217;éducation. En fait, certaines violations sont devenues plus importantes en 2020 et 2021. Les forces armées et les groupes armés non étatiques ont profité des écoles vacantes pour les utiliser à des fins militaires, notamment en Afghanistan, au Myanmar, au Soudan et en Syrie. Ailleurs, la police a répondu avec une force excessive aux manifestations des élèves et des éducateurs contre les politiques liées à la fermeture ou à la réouverture des écoles et des universités pendant la pandémie, notamment en utilisant des canons à eau et des gaz lacrymogènes. Dans d&#8217;autres pays, comme la Colombie et la Palestine, après la levée des mesures de confinement, les écoles qui avaient subi des dommages lors d&#8217;attaques ont connu des réouvertures retardées ou ont rouvert avec des installations endommagées.</p>



<p>Ce rapport a été publié à l&#8217;occasion du septième anniversaire de la&nbsp;<a href="https://protectingeducation.org/wp-content/uploads/documents/documents_fr_safe_schools_declaration.pdf" target="_blank" rel="noreferrer noopener">Déclaration sur la sécurité dans les écoles</a>, un engagement politique visant à protéger l&#8217;éducation dans les conflits armés, approuvé par&nbsp;<a href="https://www.regjeringen.no/en/topics/foreign-affairs/development-cooperation/safeschools_declaration/id2460245/" target="_blank" rel="noreferrer noopener">114 pays</a>. En adhérant à la Déclaration, les pays s&#8217;engagent à prendre des mesures concrètes pour protéger l&#8217;éducation, notamment en utilisant les&nbsp;<a href="http://protectingeducation.org/wp-content/uploads/guidelines_fr.pdf" target="_blank" rel="noreferrer noopener">Lignes directrices pour la protection des écoles et des universités contre l&#8217;utilisation militaire durant les conflits armés</a>. Depuis que la Déclaration a été ouverte à l&#8217;approbation en 2015, les gouvernements ainsi que leurs partenaires ont apporté des&nbsp;<a href="https://9ehb82bl65d34vylp1jrlfy5-wpengine.netdna-ssl.com/wp-content/uploads/SSD-Fact-Sheet-French.pdf" target="_blank" rel="noreferrer noopener">améliorations tangibles</a>&nbsp;à la législation et à la pratique pour protéger l&#8217;éducation contre les attaques. Plus d&#8217;un tiers des pays présentés dans le rapport ne sont pas signataires.</p>



<p>« <em>Alors que les attaques contre les écoles et les universités, leurs élèves et leurs éducateurs continuent de se produire dans des conflits nouveaux et prolongés, la Déclaration sur la sécurité dans les écoles, à l&#8217;occasion de son septième anniversaire, reste un outil essentiel</em> », a déclaré Diya Nijhowne. « <em>Tous les gouvernements devraient approuver et mettre en œuvre la Déclaration pour sauver des vies et sauvegarder le droit à l&#8217;éducation pour tous, notamment les personnes qui se trouvent dans les situations de guerre les plus désastreuses</em>. »</p>

<p>La situation est telle à l&#8217;aéroport d&#8217;Amsterdam que les exploitants de Schiphol ont demandé aux compagnies aériennes de ne plus prendre de nouvelles réservations jusqu&#8217;à dimanche.</p>



<p>Celles-ci ont répondu en annulant aussi de nombreux vols, mais la décision n&#8217;a pas suffi à pour éviter des files d&#8217;attente de plusieurs heures le week-end dernier déjà. Les pompiers néerlandais sont même intervenus pour distribuer de l&#8217;eau aux passagers, convoqués plus de quatre heures avant le départ de leurs vols respectifs.</p>



<p>Quelque 174&#8217;000 personnes transitent chaque jour par cet aéroport qui est le troisième d&#8217;Europe. C&#8217;est moins qu&#8217;avant la crise du Covid-19, mais le personnel au sol, en grève partielle, ne suffit pas. C&#8217;est ce qui explique les très longues files d&#8217;attente. Et la situation devrait rester très compliquée encore durant ce week-end des 7 et 8 mai.</p>

<p>L&#8217;aéroport de Genève n&#8217;avait cependant pas connaissance jeudi d&#8217;annulation de vols à destination d&#8217;Amsterdam ces prochains jours. Mais la direction recommande de se renseigner avant de se rendre à l&#8217;aéroport.</p>



<h3 class="wp-block-heading">Situation tendue partout en Europe</h3>



<p>Des syndicats représentant des employés ou sous-traitants du Groupe ADP, gestionnaire des aéroports de Paris, ont également mis en garde contre des risques d&#8217;engorgement, particulièrement aux contrôles de sécurité, alors que 4000 postes sont à pourvoir sur ces plateformes et que les entreprises peinent à recruter.</p>



<p>La principale association mondiale de compagnies aériennes a appelé mercredi à &#8220;traiter d&#8217;urgence&#8221; les causes de l&#8217;engorgement de nombreux aéroports, au moment où le trafic reprend nettement après plus de deux ans de pandémie de Covid-19.</p>



<p>&#8220;Alors que les restrictions de voyage sont levées dans la plupart des pays, la demande latente, la hausse (des voyages aériens) attendue de longue date se concrétise enfin&#8221;, s&#8217;est réjoui le directeur général de l&#8217;Association du transport aérien international (IATA), Willie Walsh.</p>



<p>Mais &#8220;malheureusement, nous assistons aussi à de longues attentes dans de nombreux aéroports, en raison de ressources insuffisantes pour gérer l&#8217;affluence en hausse&#8221;, dit-il dans un communiqué de son organisation représentant 290 compagnies et totalisant 83% du trafic mondial de passagers.</p>

<p class="has-drop-cap has-medium-font-size">More than two years after China imposed the world’s first Covid-19 lockdown, in response to the virus’s emergence in Wuhan, tens of millions are stuck at home once more. With cases at their highest since early 2020, the leadership is wedded to its zero-Covid strategy. For much of the pandemic, it allowed most people to live without restrictions within the country’s borders, and it certainly <a href="https://www.theguardian.com/commentisfree/2022/mar/28/no-covid-approach-bad-press-but-worked" target="_blank" rel="noreferrer noopener">saved countless lives</a>. Officially, mainland China’s death toll has remained under 5,000, despite a population of more than 1.3 billion; the UK, with 67 million inhabitants, has seen 165,000 deaths. But vaccines have offered an alternative, the transmissibility of Omicron makes it less feasible in the long term, and the economic and <a href="https://www.newsweek.com/chinese-nurse-dies-asthma-er-closed-covid-1691976">human costs </a>are becoming less tolerable.</p>



<p>Officials are now struggling to straddle two diverging goals: to control infections while <a href="https://www.bloomberg.com/news/articles/2022-03-26/china-economy-faces-worst-slowdown-since-pandemic-nomura-says" target="_blank" rel="noreferrer noopener">shoring up the economy</a> – one new study suggests lockdowns are costing <a href="https://www.bloomberg.com/news/articles/2022-03-29/china-lockdowns-cost-at-least-46-billion-a-month-academic-says" target="_blank" rel="noreferrer noopener">at least $46bn a month</a>. A “dynamic zero-Covid” approach of targeted restrictions, mass testing and isolation seeks to allow the swift relaxation of controls and <a href="https://www.aljazeera.com/economy/2022/3/29/feeling-economic-strain-china-explores-tweaks-to-zero-covid" target="_blank" rel="noreferrer noopener">minimisation of disruption and economic shock</a>. Its biggest test to date may have arrived. Early on Monday, Shanghai – the country’s financial centre and home to 25 million residents – began a two-stage lockdown. The half of the city east of the Huangpu river is under tight restrictions until Friday, with mass testing (8 million in one day reportedly) and isolation of those found to be positive; it is then due to reopen while the other half closes.</p>

<p>The leap in cases should be put into context. Earlier this year, China was reporting fewer than 100 cases a day; the 5,000-plus <a href="https://covid19.who.int/region/wpro/country/cn" target="_blank" rel="noreferrer noopener">recorded on Monday</a> are still a long way short of the 42,000 reported in the US that day. But Hong Kong, which earlier this month had the <a href="https://www.nbcnews.com/news/world/hong-kong-covid-outbreak-rcna20033" target="_blank" rel="noreferrer noopener">worst death rate in the world</a> – recording more deaths per day than it had in the whole of the pandemic until then – has shown <a href="https://www.theguardian.com/world/2022/mar/18/hong-kong-covid-crisis-why-is-the-death-rate-so-high" target="_blank" rel="noreferrer noopener">how quickly an outbreak can escalate</a>. On the mainland, vaccination rates among older people are better, but the over-80s in particular are poorly protected. Reliance on a less effective homemade vaccine has <a href="https://www.ft.com/content/a0dd80f7-3dda-4ea2-bfc2-480c5f10ef06" target="_blank" rel="noreferrer noopener">come at a cost</a> (intriguingly, there are reports that Shanghai is now supporting <a href="https://twitter.com/nivincent/status/1508818013117685761" target="_blank" rel="noreferrer noopener">the import of Pfizer vaccines</a>, though the decision will be Beijing’s). China may also be a victim of its own disease-control success, with people simply assuming they won’t encounter Covid.</p>



<p>Though experts are clearly keen to edge away from zero-Covid, Beijing is unlikely to abandon the strategy before the year’s end (let alone admit to doing so). One reason is scientific: by then, China hopes to have <a href="https://www.wired.co.uk/article/china-zero-covid-vaccines" target="_blank" rel="noreferrer noopener">more effective domestically produced vaccines</a>. But the primary factor is political: this autumn will see the <a href="https://www.brookings.edu/events/toward-xis-third-term-chinas-20th-party-congress-and-beyond/" target="_blank" rel="noreferrer noopener">Communist party’s national congress</a>, where it is assumed that Xi Jinping will break precedent by claiming a third five-year term as general secretary of the party.</p>



<p>Social stability is paramount until then. So the country is likely to creep towards living with the virus long after others have cast off all restrictions. If that reflects an excess of caution, it also speaks to recklessness elsewhere. Living with Covid is not the same thing as pretending it does not exist. A calibration of measures makes more sense than an all-or-nothing approach. Free testing, decent sick pay, ongoing investment in prevalence studies, masking in spaces such as public transport, and improved ventilation would all <a href="https://www.theguardian.com/commentisfree/2022/mar/29/herd-immunity-covid-minimisers-sabotaging-pandemic-progress" target="_blank" rel="noreferrer noopener">help to keep rates down </a>and protect the vulnerable. Britain, which has also seen infections surge in the last month, should take heed.</p>
