<h3 class="has-vivid-cyan-blue-color has-text-color wp-block-heading"><strong>Switzerland is on course to follow France, Belgium and Austria after narrowly voting in a referendum to ban women from wearing the burqa or niqab in public spaces.</strong></h3>



<p class="wp-block-paragraph" style="font-size:17px">With 99% of the vote counted, 51.5% of Swiss voters had cast their votes in favour of the initiative to ban people from covering their face completely on the street, in shops and restaurants.</p>



<p class="wp-block-paragraph" style="font-size:17px">Full facial veils will still be allowed to be worn inside places of prayer and for “native customs”, such as carnival.</p>



<p class="wp-block-paragraph" style="font-size:17px">Face coverings worn for health and safety reasons are also exempt from the ban, meaning face masks worn because of the Covid-19 pandemic will not be affected by the new law.</p>



<p class="has-white-color has-vivid-cyan-blue-background-color has-text-color has-background wp-block-paragraph" style="font-size:18px"><strong>Muslim groups criticise move, which they say will further stigmatise and marginalise their community</strong></p>



<p class="wp-block-paragraph" style="font-size:17px">Switzerland’s parliament and the seven-member executive council that constitutes the country’s federal government opposed the referendum proposal. They argued that full facial veils represented a “fringe phenomenon”, and instead proposed an initiative that would force people to lift their facial coverings when asked to confirm their identity to officials.</p>



<p class="wp-block-paragraph" style="font-size:17px">Muslim groups have criticised the ban. “This is clearly an attack against the Muslim community in Switzerland. What is aimed here is to stigmatise and marginalise Muslims even more,” said Ines Al Shikh, a member of <a href="https://lesfoulardsviolets.org/" target="_blank" rel="noreferrer noopener">Les Foulards Violets</a>, a Muslim feminist collective.</p>



<p class="wp-block-paragraph" style="font-size:17px">An <a href="https://www.nein-zum-burkaverbot.ch/#de" target="_blank" rel="noreferrer noopener">alliance of hoteliers and tourism professionals </a>from the Bern and Geneva regions also opposed the ban on the basis that it would reduce the number of visitors from Arab countries.</p>



<p class="wp-block-paragraph" style="font-size:17px">“A burqa ban would damage our reputation as an open and tolerant tourism destination”, said Nicole Brändle Schlegel of the HotellerieSuisse umbrella organisation.</p>



<p class="wp-block-paragraph" style="font-size:17px">Supporters of the ban argue that it also intended to stop violent street protesters and football hooligans wearing masks, and that the referendum text does not explicitly mention Islam or the words “niqab” or “burqa”.</p>



<p class="wp-block-paragraph" style="font-size:17px">Their campaign, however, framed the referendum as a verdict on the role of Islam in public life.</p>



<p class="wp-block-paragraph" style="font-size:17px">The initiative behind the referendum was launched in 2016 by the Egerkingen Committee, an association that also successfully pushed for a vote to ban the building of new minarets in 2009, and which has links to the populist rightwing Swiss People’s party.</p>



<p class="wp-block-paragraph" style="font-size:17px">Campaign ads it paid showed a woman wearing a niqab and sunglasses alongside the slogan: “Stop extremism! Yes to the veil ban.”</p>



<p class="has-normal-font-size wp-block-paragraph">A video on the Swiss government’s website explaining the arguments in favour of a ban proposes that “religious veils like the burqa or the niqab are a symbol of the oppression of women and aren’t suitable to our society”.</p>



<p class="wp-block-paragraph" style="font-size:17px">The Ticino and St Gallen cantons already have local bans on face coverings. Three other cantons rejected such proposals. Covering ones face at protests and sport events is also already banned in 15 of Switzerland’s 26 cantons.</p>



<p class="wp-block-paragraph" style="font-size:17px">A recent study by the University of Lucerne put the number of women in Switzerland who wear a niqab at 21 to 37, and found no evidence at all of women wearing the burqa, which women were forced to wear in Afghanistan under the Taliban.</p>



<p class="wp-block-paragraph" style="font-size:17px">In Ticino, where a ban on full facial veils was introduced in 2016, it has since led to around 30 police interventions.</p>



<p class="wp-block-paragraph" style="font-size:17px">Muslims make up around 5% of the Swiss population of 8.6 million, or about 390,000 people, most of whom have their roots in Turkey, Bosnia and Kosovo.</p>



<p class="wp-block-paragraph" style="font-size:17px">The referendum outcome means Switzerland will follow France, which banned wearing a full face veil in public in 2011. Full or partial bans on wearing face coverings in public are also in place in Austria, Belgium, Bulgaria, Denmark and the Netherlands.</p>

<p class="wp-block-paragraph" style="font-size:18px">The Netherlands and Belgium have halted flights, with Italy to follow suit. Trains to Belgium are also suspended.</p>



<p class="wp-block-paragraph" style="font-size:18px">Ireland is expected to restrict flights and ferries from midnight (23:00 GMT) on Sunday. France and Germany are among others considering similar action.</p>



<p class="wp-block-paragraph" style="font-size:18px">The new variant has spread quickly in London and south-east England.</p>



<p class="wp-block-paragraph" style="font-size:18px">Prime Minister Boris Johnson on Saturday introduced a new tier four level of restrictions, scrapping a planned relaxation of rules over the Christmas period for millions of people.</p>



<p class="wp-block-paragraph" style="font-size:18px">Top health officials said that there was no evidence the new variant was more deadly, or would react differently to vaccines, but it was proving to be up to 70% more transmissible.</p>



<h3 class="has-vivid-red-color has-text-color wp-block-heading">Which countries have acted and how?</h3>



<p class="wp-block-paragraph" style="font-size:18px">Within hours of the UK announcement on Saturday,&nbsp;<strong>the Netherlands</strong>&nbsp;said it would ban all passenger flights from the UK from 06:00 (05:00 GMT) on Sunday until 1 January.</p>



<p class="wp-block-paragraph" style="font-size:18px">Pending &#8220;greater clarity&#8221; on the situation in the UK, the Dutch government said that further &#8220;risk of the new virus strain being introduced to the Netherlands should be minimised as much as possible&#8221;.</p>



<p class="wp-block-paragraph" style="font-size:18px">The country on Sunday reported a daily increase of more than 13,000 cases &#8211; a new record, despite tough lockdown measures being applied on 14 December.</p>



<p class="wp-block-paragraph" style="font-size:18px"><strong>Belgium&nbsp;</strong>is suspending flights and train arrivals from the UK from midnight on Sunday. Prime Minister Alexander De Croo told Belgian television channel VRT the ban would be in place for at least 24 hours as a &#8220;precautionary measure&#8221;, adding &#8220;we will see later if we need additional measures&#8221;.</p>



<p class="wp-block-paragraph" style="font-size:18px"><strong>Italy&#8217;s&nbsp;</strong>Foreign Minister Luigi Di Maio&nbsp;<a href="https://m.facebook.com/LuigiDiMaio/?refid=52&amp;__tn__=C-R#_=_" target="_blank" rel="noreferrer noopener">said on his Facebook page that the government was about to sign a measure to suspend flights from the UK</a>.</p>



<p class="wp-block-paragraph" style="font-size:18px">In&nbsp;<strong>Ireland</strong>, urgent government talks were held and Minister for Health Stephen Donnelly said he expected a decision later on Sunday on a new advisory for travel from Britain.</p>



<p class="wp-block-paragraph" style="font-size:18px">Flights and ferries will reportedly be restricted from midnight on Sunday, although details are still being finalised. The measures are expected to remain in place for an initial 48 hours before being reviewed.</p>



<p class="wp-block-paragraph" style="font-size:18px">In&nbsp;<strong>Germany</strong>, government spokesperson Martina Fietz said the country intended to restrict travel options with the UK, with plans now being drawn up.</p>



<p class="wp-block-paragraph" style="font-size:18px">In&nbsp;<strong>France</strong>, news channel&nbsp;<a href="https://www.bfmtv.com/sante/la-france-pourrait-suspendre-les-trains-et-les-vols-vers-le-royaume-uni_AN-202012200073.html" target="_blank" rel="noreferrer noopener">BFMTV reported that the government was &#8220;seriously&#8221; considering suspending flights and trains from the UK</a>, and the government was &#8220;looking for European co-ordination&#8221;.</p>



<p class="wp-block-paragraph" style="font-size:18px">&#8220;A decision will be announced during the day,&#8221; the channel said.</p>



<p class="wp-block-paragraph" style="font-size:18px">Spanish Foreign Minister Arancha González said&nbsp;<strong>Spain&nbsp;</strong>also wanted a co-ordinated EU decision on the matter.</p>



<p class="wp-block-paragraph" style="font-size:18px"><strong>Austria&nbsp;</strong>is also planning a ban on flights from the UK, with details currently being worked out, Austrian media reported.</p>



<h3 class="has-vivid-red-color has-text-color wp-block-heading">What is the new variant?</h3>



<p class="wp-block-paragraph" style="font-size:18px">In the UK, it was first identified in the middle of October from a sample taken in September.</p>



<p class="wp-block-paragraph" style="font-size:18px">The World Health Organization (WHO)&nbsp;<a href="https://www.bbc.co.uk/news/world-55382212" target="_blank" rel="noreferrer noopener">says the same mutation has also been detected in the Netherlands, Denmark and Australia</a>.</p>



<p class="wp-block-paragraph" style="font-size:18px">Dr Catherine Smallwood, of WHO Europe, said that as of 20 December, the numbers in those countries were small, nine in Denmark and one each in the other two nations. But she said other countries had notified WHO of other variants &#8220;that also carry some of the genetic changes seen in the UK variant&#8221;.</p>

<p class="wp-block-paragraph" style="font-size:18px">The new UK variant has been shown to spread faster than the original virus &#8211; up to 70% more transmissible based on modelling figures &#8211; but scientific details on the genetic changes, and how they could affect the behaviour of Covid-19, remain unclear.</p>



<p class="wp-block-paragraph" style="font-size:18px">Although there is no indication the variant will be more resistant to already-developed vaccines, the mutation does involve the spike protein of the virus.</p>



<p class="wp-block-paragraph" style="font-size:18px">This is the part that helps it infect cells &#8211; and also the part the vaccines have been designed to target. So although scientific experts have warned against an alarmist response, they also say it is essential to track the variant and try to stay ahead of the virus.</p>
