<p class="has-medium-font-size wp-block-paragraph">China&#8217;s Xi Jinping has been filmed accusing Justin Trudeau of leaking meeting details, days after they held talks at the G20 summit in Bali.</p>



<p class="wp-block-paragraph">President Xi told the Canadian PM, via a translator, this was inappropriate and accused him of lacking &#8220;sincerity&#8221;.</p>



<p class="wp-block-paragraph">He was likely referring to reports that Mr Trudeau discussed alleged Chinese espionage and interference in Canadian elections at the sit down.</p>



<p class="wp-block-paragraph">The talks, which happened behind closed doors, were the pair&#8217;s first in years.</p>



<p class="wp-block-paragraph">In the footage, filmed by journalists at the now finished gathering of world leaders, President Xi and Mr Trudeau can be seen standing close to each other and conversing via a translator.</p>



<p class="wp-block-paragraph">&#8220;Everything we discussed has been leaked to the papers and that is not appropriate,&#8221; the Chinese leader told Mr Trudeau in Mandarin.</p>



<p class="wp-block-paragraph">It captures a rare candid moment of President Xi, whose image is normally carefully curated by Chinese state media.</p>



<p class="wp-block-paragraph">After smiling and nodding his head, the Canadian PM responded by saying &#8220;in Canada we believe in free and open and frank dialogue and that is what we will continue to have&#8221;.</p>



<p class="wp-block-paragraph">&#8220;We will continue to look to work constructively together but there will be things we disagree on,&#8221; he added.</p>



<p class="wp-block-paragraph">Before Mr Trudeau could finish, President Xi cut his counterpart off and asked that he first &#8220;create the conditions&#8221; &#8211; eventually shaking Trudeau&#8217;s hand and walking away.</p>



<p class="wp-block-paragraph">A Chinese foreign ministry spokesperson played down the incident, describing it as a normal exchange that should not be interpreted as criticising or blaming anyone.</p>



<p class="wp-block-paragraph">The spokesperson, Mao Ning, added that Beijing supported having frank exchanges as long as they were held on an equal basis.</p>



<p class="wp-block-paragraph">The short but revealing exchange highlighted tensions between China and Canada, running high since the detention of Huawei Technologies executive Meng Wanzhou in 2018 and Beijing&#8217;s subsequent arrest of two Canadians on spying charges. All three were later released.</p>



<p class="wp-block-paragraph">But tensions recently resurged following the arrest of Yuesheng Wang, a public utility worker at Hydro-Quebec, who was charged with espionage.</p>



<p class="wp-block-paragraph">Mr Wang &#8220;obtained trade secrets to benefit the People&#8217;s Republic of China, to the detriment of Canada&#8217;s economic interests,&#8221; Canadian police said in a statement.</p>



<p class="wp-block-paragraph">At the time, Mr Trudeau and President Xi were at the G20 summit on the Indonesian island of Bali.</p>

<p class="has-medium-font-size wp-block-paragraph">Prime Minister Justin Trudeau defended his use of emergency powers to get protests across Canada under control after the opposition Conservatives accused him of using an “unprecedented sledgehammer.”</p>



<p class="wp-block-paragraph">Debate in the legislature turned fiery Tuesday after Trudeau’s government gave itself the power to ban public assembly in certain locations and ordered Canada’s banks to freeze the accounts of those involved in the blockades. Conservative Leader Candice Bergen said the prime minister’s decision to use the emergency law is about an “ideological attachment to keeping Covid restrictions and mandates.”</p>



<p class="wp-block-paragraph">Trudeau said the measures will be temporary and targeted to specific areas. “They are reasonable and proportionate to the threats they are meant to address,” he told lawmakers.</p>



<p class="wp-block-paragraph">But details remain scarce, both in public and behind the scenes. Canadian bank executives still have numerous questions about the government’s orders, including which types of accounts it covers and how the banks will be indemnified, according to people familiar with the matter.</p>



<p class="wp-block-paragraph">It will take time for banks to change their systems for screening transactions, Sue Ling Yip, a partner in KPMG Canada’s risk consulting and financial crimes practice, said in an interview. “For them to start monitoring for additional things and add additional criteria to what is deemed suspicious — it doesn’t happen overnight,” she said.</p>



<p class="wp-block-paragraph">The financial-system measures are designed to cut off the flow of funds to demonstrators, including foreign donations. Banks may be inclined to overreact in enforcing the mandate in order to avoid running afoul of the government, according to Andreas Park, a professor of finance at the University of Toronto.</p>



<p class="wp-block-paragraph">“They may very well catch a lot of normal people in the process, like international students and snowbirds. We’re going to see some disruption, probably,” Park said in an interview. “Essentially what we’re doing now is deputizing the private sector to do monitoring of citizens on behalf of the government and act on the basis of suspicions without due process.”</p>



<p class="wp-block-paragraph">Columns of big-rig trucks converged on the streets outside the parliament buildings in Ottawa, the Canadian capital, on Jan. 28. Offshoot demonstrations spread to U.S. border posts, including the Ambassador Bridge to Detroit and two major crossings in western Canada.</p>



<p class="wp-block-paragraph">Trudeau initially dismissed the convoy as a “small fringe minority” and said it was up to provincial and local police to maintain order. That changed Monday when, flanked by his attorney general and finance minister, he announced he would use the Emergencies Act in a bid bring the protesters to heel.</p>



<p class="wp-block-paragraph">The Canadian Civil Liberties Association said in a statement it doesn’t believe the situation meets the “high and clear” threshold needed to invoke the act, and voiced concern the move could result in the normalization of emergency legislation.</p>



<p class="wp-block-paragraph">Traffic across the Detroit bridge, which carries one quarter of Canada’s commerce with the U.S., resumed late Sunday after a six-day halt. Protesters who had blocked border crossings in the western provinces of Alberta and Manitoba have also departed or made plans to leave.</p>



<p class="has-white-color has-black-background-color has-text-color has-background has-medium-font-size wp-block-paragraph">Ottawa’s downtown core, however, remains paralyzed and its police chief resigned Tuesday, deepening the crisis.</p>



<p class="wp-block-paragraph">The full slate of emergency measures must be approved by lawmakers in parliament within seven days.</p>



<p class="wp-block-paragraph">Francois-Philippe Champagne, the minister responsible for Canada’s auto sector, said the decision to use emergency powers is a message to the industry that the government is fully committed to keep trade with the U.S. moving.</p>



<p class="wp-block-paragraph">Champagne, speaking by phone Tuesday morning, said he assured auto executives in calls on Monday that the government’s “decisive action” aims to uphold Canada’s “great reputation for stability, predictability and the rule of law.”</p>



<p class="wp-block-paragraph">The emergency powers “will go a long way in order to reassure our partners that we are taking the measures which are necessary to protect and maintain these very critical supply chains,” he said.</p>



<p class="wp-block-paragraph">Public Safety Minister Marco Mendicino told reporters the legislation was necessary because police are not just up against truckers protesting Covid restrictions, but also a hardcore group with more violent intentions. He pointed to the seizure of a cache of weapons at an Alberta protest as an example.</p>



<p class="wp-block-paragraph">“What is driving this movement is a very small, organized group that is driven by an ideology to overthrow the government, through whatever means they may wish to use,” Mendicino said. “Yesterday’s arrests in Coutts should be a cautionary tale.”</p>

<p class="wp-block-paragraph">Le chef des libéraux canadiens a obtenu lundi un troisième mandat après une campagne très difficile lors d&#8217;élections anticipées qu&#8217;il avait lui-même convoquées.</p>

<p class="wp-block-paragraph">D&#8217;après les projections, le parti libéral obtiendrait autour de 155 sièges, sous le seuil des 170 sièges permettant d&#8217;obtenir une majorité. Or, c&#8217;est précisément pour sortir de cette situation qu&#8217;il avait déclenché des élections anticipées à la mi-août pour tenter de regagner la majorité qu&#8217;il avait perdue deux ans plus tôt.</p>

<p class="wp-block-paragraph">Justin Trudeau a connu une campagne particulièrement compliquée, l&#8217;usure du pouvoir se faisant sentir et la &#8220;Trudeaumanie&#8221; de 2015 semblant bien loin. Sur le terrain, il a dû faire face à chaque déplacement à une foule de manifestants en colère contre les mesures sanitaires. L&#8217;un d&#8217;eux lui a même jeté des graviers.</p>



<p class="wp-block-paragraph">Jusqu&#8217;au bout, l&#8217;issue du scrutin semblait incertaine: les intentions de vote donnaient encore à quelques heures du scrutin les deux grands partis au coude à coude, autour de 31% d&#8217;intentions de vote.</p>



<h3 class="has-vivid-red-color has-text-color wp-block-heading">Appel au vote stratégique</h3>



<p class="wp-block-paragraph">Lundi en fin de journée, à la sortie de son bureau de vote à Montréal, Justin Trudeau s&#8217;était dit &#8220;serein&#8221;. &#8220;On a travaillé très fort pendant cette campagne et les Canadiens sont en train de faire un choix important&#8221;, a-t-il déclaré, entouré de ses enfants et de sa femme. Lors des derniers jours de campagne, il a appelé au vote stratégique, expliquant que le retour des conservateurs serait synonyme de retour en arrière, notamment sur la question climatique.</p>

<p class="wp-block-paragraph">&#8220;Fiers de voter aujourd&#8217;hui, assurez-vous de faire de même!&#8221;, a encouragé de son côté sur Twitter son rival Erin O&#8217;Toole, en postant une photographie devant l&#8217;urne avec son épouse. Ce dernier a fait campagne en promettant aux Canadiens d&#8217;incarner le renouveau et fait une campagne résolument au centre.</p>

<p class="wp-block-paragraph">La tâche semblait simple sur le papier quand&nbsp;Justin Trudeau, Premier ministre du Canada, a&nbsp;convoqué en août dernier des élections législatives&nbsp;au Canada&nbsp;pour le lundi 20 septembre. Le&nbsp;chef du Parti libéral&nbsp;espérait que l&#8217;approbation générale de sa gestion de la crise sanitaire se traduirait par des votes, une majorité stable et un nouveau mandat de cinq ans à la fin de la pandémie.&nbsp;</p>



<p class="wp-block-paragraph">Pourtant, le scrutin s’annonce maintenant étonnamment serré,&nbsp;les&nbsp;observateurs politiques canadiens estimant que Justin Trudeau a fait plusieurs mauvais calculs.&nbsp;Ce dernier aurait, entre autres,&nbsp;mal&nbsp;anticipé&nbsp;le peu d&#8217;appétit des électeurs – en particulier libéraux – pour un scrutin au milieu d’une quatrième vague de Covid-19, ou encore la haine obstinée qu’il inspire à la droite canadienne.</p>



<p class="has-vivid-red-color has-text-color has-medium-font-size wp-block-paragraph"><strong>L’expérience militaire face à un Justin Trudeau &#8220;privilégié&#8221;&nbsp;</strong></p>



<p class="wp-block-paragraph">C’est là qu’Erin O’Toole entre en scène. Depuis qu’il a pris la tête du Parti conservateur en août 2020, cet homme corpulent, âgé de 48 ans et père de deux enfants, aurait perdu quinze kilos en allant courir chaque jour. Mais il s&#8217;est également débarrassé d&#8217;un grand nombre des positions conservatrices traditionnelles, abandonnant successivement ses engagements contre la taxe carbone et l&#8217;interdiction des armes d&#8217;assaut, pour se lancer dans la course au poste de Justin Trudeau. </p>

<p class="wp-block-paragraph">Né à Montréal en 1973, Erin O&#8217;Toole a déménagé,&nbsp;alors qu&#8217;il était encore enfant, à Bowmanville, en Ontario (à l’est de Toronto), après que son père a obtenu un poste de directeur à l&#8217;usine General Motors située à proximité. À 9&nbsp;ans, lui et ses deux jeunes sœurs perdent leur mère, emportée par un cancer du sein.&nbsp;Selon lui, cette dernière lui a inculqué le sens du service&nbsp;: sa mère avait parrainé une famille de réfugiés vietnamiens, dont&nbsp;<a href="https://ici.radio-canada.ca/nouvelle/1117978/refugies-vietnam-politique-societe-immigration-integration-quebec-archives" target="_blank" rel="noreferrer noopener">des milliers avaient été accueillis au Canada dans les années 1970</a>.&nbsp;</p>



<p class="wp-block-paragraph">Erin O&#8217;Toole n&#8217;a pas le pedigree politique spectaculaire de son rival libéral&nbsp;: Justin Trudeau est né en 1971 d&#8217;un Premier ministre en exercice, le charismatique et iconoclaste libéral Pierre Elliott Trudeau, et a grandi sous les feux de la rampe. Mais&nbsp;O&#8217;Toole père&nbsp;a lui aussi initié son fils à l&#8217;effervescence des campagnes électorales, en occupant des fonctions locales avant&nbsp;d’obtenir&nbsp;cinq mandats en tant que conservateur à l&#8217;assemblée législative provinciale de l&#8217;Ontario.</p>



<p class="wp-block-paragraph">À 18 ans, Erin O&#8217;Toole s’inscrit au collège militaire et devient officier de l&#8217;Aviation royale du Canada quatre ans plus tard,&nbsp;servant&nbsp;comme navigateur tactique puis comme capitaine à bord d&#8217;hélicoptères militaires de recherche et de sauvetage. Il s&#8217;est appuyé sur son service dans les forces armées pour faire passer le message de son parti sur le caractère de Justin Trudeau.&nbsp;</p>



<p class="wp-block-paragraph">&#8220;Lorsque Justin Trudeau faisait la fête – et nous avons tous vu les photos –, je participais à des missions de recherche et de sauvetage dans l&#8217;armée&#8221;, a déclaré le candidat conservateur, à l’entame de la dernière semaine de campagne. &#8220;Chaque Canadien a rencontré un Justin Trudeau dans sa vie – un privilégié qui cherche toujours à être le numéro un&#8221;, a-t-il poursuivi. &#8220;Il est prêt à dire n&#8217;importe quoi pour être élu, quels que soient les dommages que cela cause à notre pays.&#8221;&nbsp;</p>



<p class="wp-block-paragraph">S’il est élu, Erin O’Toole serait, en plus de 50 ans au Canada, le seul Premier ministre à avoir&nbsp;eu une expérience militaire, selon le journal quotidien canadien The Globe and Mail. Le candidat conservateur a servi dans les forces armées en temps de paix jusqu’en 2000, puis est&nbsp;passé&nbsp;réserviste pour étudier le droit à Halifax. Il travaille ensuite comme avocat d&#8217;affaires à Toronto –&nbsp;notamment pour la multinationale Procter &amp; Gamble – et fonde &#8220;True Patriot Love&#8221;, un organisme de bienfaisance pour les anciens combattants&#8230;</p>
