During talks in Beijing on Friday, Saudi Arabia and Iran agreed to re-establish diplomatic relations and reopen their embassies within two months. The agreement also stipulated affirming “the respect for the sovereignty of states and the non-interference in internal affairs of states”.

Saudi Arabia cut ties in January 2016 after demonstrators stormed its embassy in Tehran following Riyadh’s execution of a prominent Shia Muslim cleric.

Tensions between the Sunni and Shia-led neighbours have since often been high.

Iranian state media posted images and video of Ali Shamkhani, secretary of the Supreme National Security Council of Iran, shaking hands with Saudi national security adviser Musaad bin Mohammed al-Aiban, with Wang Yi, China’s most senior diplomat, standing in between.

China’s role as a mediator in resolving longstanding issues between the regional foes had not been made public prior to the announcement.

Wang reportedly said China will continue to play a constructive role in handling hotspot issues and demonstrate responsibility as a major nation. He added that as a “good-faith” and “reliable” mediator, China has fulfilled its duties as a host for dialogue.

‘Low risk, high reward for China’

The two Gulf countries severed ties in 2016 when Saudi Arabia executed a prominent Shia Muslim scholar, triggering protests in Iran with protesters attacking its embassy in Tehran.

Previous attempts at reconciliation have been unsuccessful, but on Friday the two countries said they would reopen embassies within two months. They will also re-establish trade and security relations.

The US cautiously welcomed the announcement. White House National Security Council spokesman John Kirby said the administration supported “any effort to de-escalate tensions in the region”. But he added: “It really does remain to be seen if Iran is going to meet their obligations.”

UN chief Antonio Guterres thanked China for brokering the deal.

The secretary-general is ready to help efforts “to ensure durable peace and security in the Gulf region”, his spokesman said.

Israel, which has called for maximum pressure on Iran over its nuclear programme, has not commented.

The US has told Vladimir Putin to choose between dialogue and confrontation on the eve of a critical week of diplomacy over Ukraine as Russian troops remained massed along its borders.

Senior diplomats from the US and Russia were expected to meet in Geneva on Sunday evening and Monday to discuss Moscow’s demands, set out last month in two draft treaties, one with the US and one with Nato. Much of their content is unacceptable to Washington and the alliance, most importantly a pledge that Ukraine will never be a Nato member.

Russia has 100,000 troops positioned near Ukraineand a similar number are primed to be mobilised at short notice, according to the US secretary of state, Tony Blinken, who said on Sunday that the week’s diplomacy was a moment of truth for the Russian president.

“There are two paths before us,” he told CNN. “There’s a path of dialogue and diplomacy to try to resolve some of these differences and avoid a confrontation. The other path is confrontation and massive consequences for Russia if it renews its aggression on Ukraine. We’re about to test the proposition about which path President Putin’s prepared to take.”

The Biden administration insists that sovereign states’ right to apply for Nato membership is not negotiable. Nor are US troop deployments in Europe, administration officials have stressed. They said, however, that Washington would discuss other security guarantees, such as mutual limits on missile deployments and military exercises on the continent. That would fall far short of the comprehensive changes Moscow is demanding.

Few if any diplomatic observers expect a quick deal to resolve the crisis this week, and the opposite – a complete breakdown – is possible. It should quickly become apparent whether Russia is interested in negotiating over its proposals or whether they were designed to be rejected, creating a pretext for a war Vladimir Putin has already decided on.

“We’re about to test the proposition of which path President Putin wants to take this week,” Blinken, told the ABC News programme This Week. “And the question really now is whether President Putin will take the path of diplomacy and dialogue or seek confrontation.”

“Lower your expectations and then lower them some more,” said Melinda Haring, the deputy director of the Eurasia Center at the Atlantic Council. “Watch Moscow’s demands in the meetings. If Russia insists that Nato cannot expand ever again, we will know that Moscow is preparing for war in Ukraine, since this is a red line for the west.”

Secretary of state Tony Blinken says coming week of talks is moment of truth for Russian president

The two sides in Geneva will be led by veteran negotiators, the US deputy secretary of state, Wendy Sherman, and her Russian counterpart, Sergei Ryabkov, accompanied by senior officials from their respective defence departments and militaries. The negotiations are scheduled to begin on Monday, but officials said there would be a less formal meeting between the two delegations on Sunday evening.

The French European affairs minister, Clément Beaune, complained on Sunday that the EU was being excluded from the talks, an omission which he said played into Putin’s hands by dividing the west.

“Europeans shouldn’t be absent from the negotiation table,” he told TV network CNEWS.

US officials say that Sherman and her team will discuss only the bilateral elements of Russia’s proposals, and not anything in which other countries have a sovereign stake. The mantra to Kyiv and Nato capitals is: “Nothing about you without you.” France and other European states will be represented at the two other rounds of talks over the course of the week.

In Geneva, Sherman will also list the costs to Russia if it goes ahead with military action in Ukraine, including sweeping financial sanctions, possibly cutting it off from the international electronic payments system Swift, and limits on its citizens’ ability to buy western technology.

According to the New York Times, the chairman of the US joint chiefs of staff, Gen Mark Milley, has also warned his Russian counterpart, Gen Valery Gerasimov, that an invasion would face a long insurgency, backed by advanced US weaponry. US officials have refused to comment on reports that Stinger anti-aircraft missiles were being sent to Ukraine in anticipation of such a guerrilla war.

“This week’s diplomacy is critical. From a certain moment it was clear that the west would not say an outright ‘no’ to Moscow’s proposal because too much was at stake. The question was, how far Washington and Europeans are ready to go with the talks,” said Andrey Baklitskiy, a senior research fellow at the Moscow State Institute of International Relations.

Russia’s rushed military intervention in Kazakhstan has thrown another wildcard on to the table, but Baklitskiy does not expect any impact on the Ukraine crisis. “There is no direct link between Ukraine and Kazakhstan. Even the people handling the issue in Russia are different except for the very top,” he said.

Others say it is too early to tell whether the uprising and the response will unnerve or embolden the Kremlin. “To what extent are the Russians worried about Kazakhstan or believe they can manage it? I don’t think we have a feel for that yet,” one European diplomat said.

If there is wriggle room at all in this week’s negotiations, it could come in one of a handful of categories. The Biden administration and Nato’s secretary general, Jens Stoltenberg, have ruled out bowing to Russian demands to preclude Ukraine’s membership of the alliance, but some analysts say that leaves open the possibility of a compromise, in which the theoretical possibility of membership is asserted at the same time as a clear statement that there would be many obstacles to overcome and so it would not happen in the near future..

Les Etats-Unis participeront la semaine prochaine à Vienne à des pourparlers avec les grandes puissances signataires de l’accord de 2015 sur le nucléaire iranien. Washington se dit également “ouvert” à des discussions “directes” avec l’Iran.

“Les principaux sujets qui seront évoqués sont les mesures nucléaires que l’Iran doit prendre pour respecter à nouveau pleinement les termes” de l’accord international de 2015, “et les mesures de levée des sanctions que les Etats-Unis doivent prendre pour les respecter à nouveau aussi”, a annoncé Ned Price, porte-parole de la diplomatie américaine.

Il a précisé que ces pourparlers commenceraient mardi en Autriche et a prévenu que les Etats-Unis ne s’attendaient pas “à une percée immédiate”, plutôt à des “discussions difficiles”. Mais, a-t-il ajouté, “nous pensons que c’est une avancée salutaire”.

L’Iran refuse pour l’heure le dialogue

Les grandes puissances encore membres de l’accord censé empêcher l’Iran de se doter d’une bombe atomique (Chine, Russie, France, Allemagne, Royaume-Uni) ont tenu vendredi une réunion virtuelle organisée par l’Union européenne avec Téhéran.

C’était la première depuis l’élection de Joe Biden aux Etats-Unis, qui n’étaient toutefois pas représentés, les Iraniens refusant à ce stade une rencontre directe avec le pays ennemi. A l’issue de la réunion, les participants ont décidé de se retrouver la semaine prochaine à Vienne.

L’ex-président américain Donald Trump avait retiré son pays de cet accord en 2018 et rétabli toutes les sanctions des Etats-Unis contre l’Iran, qui en retour a commencé à s’affranchir des restrictions à son programme nucléaire.

A qui le premier pas?

Le nouveau président américain s’est dit prêt à revenir dans l’accord si Téhéran revient aussi dans les clous de ses engagements, mais les deux pays se renvoient la balle quant à celui qui devra faire le premier pas.

Le gouvernement américain “a accepté de participer à des discussions” avec les Européens, les Russes et les Chinois pour discuter d’un “retour mutuel” dans l’accord par Washington et Téhéran, a dit le porte-parole du département d’Etat américain. “Nous ne nous attendons pas à des discussions directes entre les Etats-Unis et l’Iran à ce stade du processus, mais les Etats-Unis restent ouverts à cette possibilité”, a ajouté Ned Price.

– Seulement étonnant? Tu veux dire historique… His-to-ri-que!

– Ecoute, je ne suis pas surpris. Cela fait presque un an que des rumeurs circulent; j’en avais même parlé à l’époque. Je me suis souvenu de ce que disait Montaigne dans ses Essais: «C’est une folie de faire dépendre le vrai et le faux de notre capacité de juger».

– Et alors? Qu’en penses-tu aujourd’hui que ces rumeurs se sont réalisées? Que dit ta capacité de juger?

– Je souhaite que notre pays puisse être assez fort et assez calme pour encaisser les tonnes d’insultes que les dirigeants de notre voisin bien aimé ne vont pas tarder à déverser sur nous.

– Quand même, la pauvre Palestine a été abandonnée par tous les Arabes; il n’y a plus que les Turcs pour les soutenir publiquement…

– Le Maroc a toujours soutenu la cause palestinienne. Il y a même une taxe sur le tabac et les billets d’entrée au cinéma que le Maroc prélève et envoie aux Palestiniens. Tu es trop jeune pour t’en souvenir. C’était une décision de feu Hassan II. Et puis le communiqué du Palais royal a bien rappelé que le Maroc continuera de tout faire pour qu’il y ait deux Etats et que justice soit rendue à ce peuple qui est dispersé depuis 1948.

– Oui, mais tendre la main à l’ennemi sioniste… C’est grave! Tu ne t’en rends pas compte! Israël! L’entité sioniste! Tu te souviens qu’on n’avait à une époque même pas le droit de prononcer son nom dans les infos…

– Je crois que le Maroc veut juste récupérer ses centaines de milliers de juifs marocains partis souvent contre leur gré en Israël.

– Et pour ça, il oublie tout ce qu’Israël a fait aux Palestiniens!

– Non, personne n’oublie l’occupation des territoires, ni l’embargo contre Gaza, ni les maisons dynamitées parce que soupçonnées d’avoir abrité un résistant palestinien que l’Etat israélien appelle «terroriste».

– Oui, mais les pauvres…

– Ecoute, n’oublie pas qu’ils se sont déchirés et il existe aujourd’hui deux entités palestiniennes, l’une, l’Autorité sous la direction de Mahmoud Abbas à Ramallah, l’autre, le Hamas, à Gaza, soutenu par l’Iran, lequel Iran est l’ennemi juré de tous les pays arabes…

– Et tout ça fait qu’on va normaliser les relations avec l’ennemi des Palestiniens?

– Trump a fait une proposition que le Maroc a eu du mal à refuser; tu te rends compte, l’Amérique, la première puissance du monde, reconnaît la marocanité de notre Sahara que nos voisins nous disputent. J’ai vu hier, leur ambassadeur exhiber la carte du Maroc sans le fameux trait qui sépare le pays! La carte du Maroc est aujourd’hui entière, du point de vue américain! Ce qui n’est pas le cas en France ou en Espagne!

– C’est un troc, je te donne ça, tu me donnes ça!

– Si tu veux. Disons que le Maroc fait de la realpolitik. Il ne renonce pas à ses valeurs, il protège ses intérêts.

– Et tu crois qu’on va enfin être tranquille, que plus personne ne va contester l’intégrité territoriale de notre patrie?

– Hélas, nous ne serons pas tranquilles. La preuve, on entend déjà le bruit des bottes algériennes à nos frontières.

– Donc, on a pris un gros risque ?

– Non, l’histoire a sa propre logique. Jamais, je te dis bien, jamais, les généraux algériens n’admettront que le Sahara fait partie intégrante de notre territoire. Jamais. Parce qu’ils sont jaloux, parce qu’ils sont discrédités par leur peuple, parce qu’ils préfèreront la fuite en avant pour ne pas régler leurs problèmes internes.

– Alors, on se met sous le parapluie américano-israélien…

– On n’a pas le choix. La question du Sahara occupe notre diplomatie depuis 45 ans. Le Maroc a tout fait pour parvenir à un accord avec ses adversaires. Mais le problème n’est pas là, le problème est d’ordre pathologique. Tu n’étais pas né lorsque Houari Boumédiène a renvoyé en 24 heures 350.000 Marocains qui résidaient légalement en Algérie; il a séparé maris et femmes, il a utilisé la violence pour se venger du fait que le Maroc avait récupéré une grande partie de ses provinces du sud. Les dirigeants algériens n’ont jamais supporté que le Maroc les ait aidés durant leur guerre contre la France. Les dirigeants algériens n’acceptent pas l’histoire millénaire de la nation marocaine. Voilà, c’est un problème d’ordre psychique. Mais il faut dire que le peuple algérien ne les suit pas. Il aime le Maroc et ne comprend pas pourquoi les généraux dépensent des milliards pour un mouvement qu’ils ont créé artificiellement.

– C’est pour ça que l’Algérie refuse d’ouvrir les frontières avec le Maroc. Ils craignent que beaucoup d’Algériens n’émigrent chez nous!

– C’est ça.

– J’ai peur de la guerre…

– Ne t’en fais pas. Les généraux algériens vont s’agiter puis ils verront qu’avec la guerre, ils perdront la manne pétrolière et gazière dont ils profitent beaucoup.

– Tu crois? Tu es toujours comme ça?

– C’est à dire?

– Serein, tranquille, calme, cool, où as -tu appris cette sagesse?

– Dans les livres.

– Quels livres ?

– Les livres d’histoire et aussi chez des philosophes comme Socrate, Aristote, Spinoza et aussi Montaigne… C’est le moment de te mettre à lire Mahmoud Darwich, l’immense poète palestinien.

– S’il était là, il n’aurait pas été content.

– Sans doute, mais il était lucide sur l’état du monde arabe et n’avait pas d’illusion sur «les pays frères»!

– Je reste sur ma faim; tu as réponse à tout. Mais je préfère retenir de cette actualité un pas de géant pour résoudre le conflit factice du Sahara et l’espoir que le Maroc défende mieux les intérêts des Palestiniens maintenant qu’il a établi des relations diplomatiques avec Israël.
