Celui-ci venait de franchir la frontière entre ce pays de l&#8217;UE et la Biélorussie. Ce drame rappelle les autorités européennes à leur responsabilité dans la gestion de cette frontière externe.</p>



<p class="wp-block-paragraph">Un homme afghan, arrivé gelé en Lettonie avec un compagnon de route, est décédé dans un hôpital quelques heures plus tard, ont annoncé les autorités du pays mardi 20 décembre. Les deux hommes avaient traversé la frontière entre la Biélorussie et la Lettonie ce lundi. À cette période de l&#8217;année, les températures y dégringolent facilement en-dessous de zéro, la nuit.</p>



<p class="wp-block-paragraph">Les garde-frontières lettons, sur place au moment du franchissement, ont déclaré que des groupes avaient fait passer ces deux ressortissants afghans à travers la clôture qui marque actuellement la frontière entre la Lettonie et son voisin biélorusse.</p>



<p class="wp-block-paragraph">Un individu aurait tiré le premier homme allongé sur une civière, à travers un &#8220;trou pratiqué dans la clôture&#8221; rapporte&nbsp;<a href="https://www.baltictimes.com/afghan_migrant_dies_in_hospital_after_crossing_into_latvia_from_belarus/" rel="noreferrer noopener" target="_blank">l&#8217;hebdomadaire letton The Baltic Times</a>, avant de retourner côté biélorusse. Puis, quelques instants plus tard, le second homme aurait été &#8220;poussé sur le territoire letton&#8221;.</p>



<p class="wp-block-paragraph">Les garde-frontières assurent être intervenus directement et s&#8217;être aperçu,&nbsp;en interrogeant les deux migrants afghans, que ces derniers montraient des signes visibles d&#8217;hypothermie et qu&#8217;ils étaient incapables de répondre à leurs questions.</p>



<p class="wp-block-paragraph">Une ambulance a été appelée pour les emmener à l&#8217;hôpital de Rezekne, où l&#8217;un d&#8217;eux est décédé.</p>



<h2 class="wp-block-heading">État d&#8217;urgence en Lettonie : des exilés empêchés d&#8217;entrer en Europe</h2>



<p class="wp-block-paragraph">Le chef des garde-frontières, Guntis Pujats, a réagi à cette situation en dénonçant, dans un communiqué, une &#8220;très forte implication des autorités biélorusses dans l&#8217;organisation du trafic transfrontalier de migrants&#8221;, précise The Baltic Times.</p>



<p class="wp-block-paragraph">La frontière entre la Lettonie et la Biélorussie, longue d&#8217;un peu plus de 170 kilomètres, est l&#8217;une des portes d&#8217;entrée vers l&#8217;Union européenne. Depuis un peu plus d&#8217;un an, à l&#8217;image de ce que connaissent ses voisins polonais et lituanien, cette zone frontalière de la Lettonie est au cœur des tensions avec la Biélorussie, pays hors de l&#8217;UE.</p>



<p class="wp-block-paragraph">Suite à l&#8217;élection frauduleuse d&#8217;Alexandre Loukachenko à la tête de la Biélorussie, l&#8217;UE avait pris une série de sanctions en 2021. En guise de représailles, Minsk aurait volontairement encouragé l&#8217;arrivée d&#8217;exilés du Moyen-Orient puis facilité leurs traversées des frontières pour entrer dans l&#8217;UE, estiment les autorités européennes.</p>



<p class="wp-block-paragraph">En réponse, la Lettonie a renforcé ses forces de sécurité et, en août 2021, déclaré l&#8217;état d&#8217;urgence dans plusieurs régions frontalières. Cet état d&#8217;urgence a été prolongé jusqu&#8217;au 10 février dans des municipalités proches de la frontière : Ludza, Krāslava, Augšdaugava et Daugavpils, a précisé le ministère de l&#8217;Intérieur letton.</p>



<p class="wp-block-paragraph">Dans ce cadre, entre août 2021 et novembre 2022, près de 7 500 personnes ont été empêchées de traverser la frontière entre la Biélorussie et la Lettonie, selon les statistiques de l&#8217;Intérieur letton&nbsp;<a href="https://www.schengenvisainfo.com/news/afghan-immigrant-dies-of-hypothermia-after-crossing-into-latvia-from-belarus/" rel="noreferrer noopener" target="_blank">détaillées par le site spécialisé Schengen Visa</a>.</p>



<h2 class="wp-block-heading">&#8220;Nous avons été repoussés 20 à 25 fois en deux mois&#8221;</h2>



<p class="wp-block-paragraph">Ces chiffres sont cependant à prendre avec précaution. Dans&nbsp;<a href="https://www.amnesty.org/en/documents/eur52/5913/2022/en/" rel="noreferrer noopener" target="_blank">un rapport paru en octobre, Amnesty International</a>&nbsp;pointait des données &#8220;manipulées&#8221;. Plusieurs migrants interrogés &#8220;témoignent avoir été l&#8217;objet de retours forcés répétés entre la Lettonie et la Biélorussie, parfois plusieurs fois par jour et sur plusieurs mois&#8221;, y était-il indiqué, sans que ces tentatives successives soient décomptées comme telles par les autorités lettonnes.</p>



<p class="wp-block-paragraph">&#8220;Nous avons été repoussés 20 à 25 fois en deux mois. Pendant ce temps, les commandos nous battaient avec des décharges électriques. C&#8217;est quelque chose que vous ne pouvez pas imaginer&#8221;, témoignait ainsi Mohamed, un Irakien voyageant avec sa famille.</p>



<p class="wp-block-paragraph">L&#8217;ONG a mis en lumière, dans ce rapport, les abus subis par les exilés dans cette région. Elle affirme qu&#8217;adultes et enfants y sont détenus arbitrairement, dans des sites tenus secrets au cœur des forêts, puis renvoyés en Biélorussie. Nombre d&#8217;entre eux subissent des violences physiques.</p>



<p class="wp-block-paragraph">&#8220;Ils les ont violemment repoussés en Biélorussie, où ils n&#8217;ont aucune chance de demander protection. Ces actions n&#8217;ont rien à voir avec la protection des frontières et constituent des violations éhontées du droit international et européen&#8221;, avait commenté Eve Geddie, directrice du Bureau des institutions européennes d&#8217;Amnesty. Médecins sans frontières avait également accusé les autorités lettones de repousser les migrants par des températures glaciales.</p>



<h2 class="wp-block-heading">&#8220;Guerre hybride&#8221;</h2>



<p class="wp-block-paragraph">Interrogé par InfoMigrants en octobre, le ministère de l&#8217;Intérieur letton avait fustigé de son côté des &#8220;allégations absurdes&#8221; et des &#8220;déclarations non vérifiées&#8221;. Il avait souligné &#8220;qu&#8217;aucune plainte relative à un recours à la force physique (&#8230;) [n&#8217;avait] été reçue par les garde-frontières de la part de personnes qui avaient tenté de franchir illégalement la frontière&#8221;.</p>



<p class="wp-block-paragraph">L&#8217;Intérieur avait également soutenu que, depuis l&#8217;instauration de l&#8217;état d&#8217;urgence à la frontière entre la Lettonie et la Biélorussie, &#8220;un total de 195 personnes (94 personnes en 2021 et 101 personnes en 2022) [avaient] été autorisées à entrer sur le territoire letton&#8221;. Leurs nationalités : Afghans, Irakiens, Syriens, Sri-lankais, Turcs, ou encore Iraniens.</p>



<p class="wp-block-paragraph">Alors que les tensions sont encore loin d&#8217;être apaisées à cette frontière, Amnesty International rappelait dans son rapport les autorités européennes à leurs responsabilités. &#8220;La Commission européenne a encouragé le narratif de la &#8216;guerre hybride'&#8221;, avait tancé l&#8217;ONG, utilisant un qualificatif donné par les pays voisins de la Biélorussie à son instrumentalisation des voies migratoires. Dans cette optique, la Commission était allée jusqu&#8217;à proposer &#8220;des mesures ciblées pour soutenir la Pologne, la Lettonie et la Lituanie&#8221; face à cet ennemi biélorusse commun, permettant notamment à ces pays&#8230; &#8220;de déroger aux normes du droit d&#8217;asile de l&#8217;UE&#8221;.</p>

<p class="has-medium-font-size wp-block-paragraph">The Taliban have banned women from visiting all parks in Kabul, excluding them still further from public life in Afghanistan.</p>



<p class="wp-block-paragraph">A spokesman for the Vice and Virtue Ministry told the BBC those managing parks in the capital had been told not to allow women in.</p>



<p class="wp-block-paragraph">The group claims Islamic laws were not being followed at parks.</p>



<p class="wp-block-paragraph">Women&#8217;s rights and freedoms have been severely restricted since the militant Islamists seized power in August 2021.</p>



<p class="wp-block-paragraph">Under Taliban rules on segregating people by gender, women have been allowed to visit parks on three days every week &#8211; Sunday, Monday, Tuesday &#8211; and men on the remaining four.</p>



<p class="wp-block-paragraph">Now women won&#8217;t be allowed even if accompanied by male relatives.</p>



<p class="wp-block-paragraph">&#8220;We&#8217;ve done this because in the past 15 months, despite our efforts, people have been going to the park and not respecting Sharia laws,&#8221; Mohammed Akif, spokesman for the Ministry of Propagation of Virtue and Prevention of Vice, told the BBC.</p>



<p class="wp-block-paragraph">&#8220;The restriction is for all women, whether they are with or without a mahram [male escort].&#8221;</p>

<p class="wp-block-paragraph">The ban on women extends to amusement parks that usually have rides like bumper cars or a ferris wheel, and where families visit together with their children.</p>



<p class="wp-block-paragraph">It appears to be in force only in the capital for now, but in the past such rules have eventually applied across the country.</p>



<p class="wp-block-paragraph">One woman who Reuters news agency caught up with at the entrance to a Kabul park was disappointed after being turned away.</p>



<p class="wp-block-paragraph">&#8220;When a mother comes with their children, they must be allowed to enter the park, because these children haven&#8217;t seen anything good&#8230; they must play and be entertained,&#8221; said Masooma, who gave only her first name for security reasons.</p>

<p class="wp-block-paragraph">Under the Taliban women in Afghanistan have been subjected to a series of curbs on their freedoms.</p>



<p class="wp-block-paragraph">A number of women have been beaten for demanding their rights.</p>



<p class="wp-block-paragraph">Women are barred from going on longer distance journeys without a male chaperone. Teenage girls have still not returned to school in most of the country, despite Taliban promises to allow them to do so.</p>



<p class="wp-block-paragraph">While some women still work in sectors such as healthcare and education, most were told not to go to work after the Taliban swept back to power. In May a decree was passed ordering women to wear the Islamic face veil in public, although some in urban areas can still be seen failing to comply.</p>



<p class="wp-block-paragraph">The Taliban have vowed there will be no brutal repression of women as there was when they were first in power in the 1990s.</p>



<p class="wp-block-paragraph">They say they now respect women&#8217;s rights in line with Sharia law, and are not against women being educated or having jobs.</p>



<p class="wp-block-paragraph">But Western diplomats have indicated to the Taliban that resuming development funding for a country in deep economic crisis depends on the treatment of women improving.</p>

<p class="has-medium-font-size wp-block-paragraph">En 2023, la Finlande accueillera 1 050 réfugiés en attente de relocalisation dans d&#8217;autres pays. Cette mesure concernera principalement des Syriens se trouvant pour l&#8217;heure au Liban, des Afghans en Iran et des Congolais en Zambie.</p>



<p class="wp-block-paragraph">Les autorités en Finlande ont annoncé qu&#8217;elle allait ouvrir ses portes à un total de 1 050 réfugiés en 2023. Selon des informations de<a href="https://www.schengenvisainfo.com/news/finland-to-accept-1050-refugees-in-2023/" target="_blank" rel="noreferrer noopener"> SchengenVisaInfo.com </a>citant le site pakistanais Urdu Point, le pays scandinave va se plier à une politique de quotas établie par les Nations unies en ce qui concerne la répartition des réfugiés en Europe. Les réfugiés qui y seront accueillis viendront principalement de Syrie, d&#8217;Afghanistan et de République démocratique du Congo.</p>



<p class="wp-block-paragraph">&#8220;La Finlande accueillera un total de 420 réfugiés syriens venus du Liban et de Turquie, 210 réfugiés afghans d&#8217;Iran, et 160 réfugiés congolais de Zambie selon le quota de réfugiés de 2023. Ajouté à cela, la Finlande acceptera 130 réfugiés évacués de Libye vers le Rwanda et également 30 réfugiés apatrides&#8221;, ont déclaré les ministres de l&#8217;Intérieur et de la Justice dans un communiqué conjoint.</p>



<h2 class="wp-block-heading">&#8220;Plus de 2 millions de réfugiés auront besoin d&#8217;être réinstallés&#8221; en 2023</h2>



<p class="wp-block-paragraph">Le<a href="https://www.unhcr.org/fr/news/briefing/2022/6/62b1ca3ba/besoins-mondiaux-matiere-reinstallation-refugies-vont-fortement-augmenter.html" rel="noreferrer noopener" target="_blank">&nbsp;Haut commissariat pour les Nations unies aux réfugiés (HCR)</a>, avait annoncé en juin que &#8220;plus de 2 millions de réfugiés [auraient] besoin d&#8217;être réinstallés l&#8217;année prochaine&#8221; dans d&#8217;autres pays.&nbsp;</p>



<p class="wp-block-paragraph">Ce chiffre représente une augmentation de 36% par rapport aux besoins en matière de réinstallation qui avaient été identifiés pour 2022 (1,47 million de réfugiés). Selon le HCR, cette hausse est attribuée &#8220;aux conséquences humanitaires de la pandémie, à la multiplication des crises de réfugiés prolongées et à l’émergence de nouvelles crises de déplacement forcé au cours de l’année écoulée&#8221;, comme la guerre en Ukraine.</p>



<p class="wp-block-paragraph">Les réfugiés syriens (environ 777 800) représentent la population ayant les besoins de réinstallation les plus importants au niveau mondial &#8211; et ce pour la septième année consécutive. &#8220;La crise syrienne reste la plus grande crise de réfugiés au monde&#8221;, avait déclaré Shabia Mantoo, porte parole du HCR.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">Quelque 662 012 réfugiés devraient par ailleurs provenir de pays d’asile sur le continent africain.</p>



<p class="wp-block-paragraph">Au-delà de la réinstallation des réfugiés, la Finlande s&#8217;est illustrée ces dernières années par sa rudesse en ce qui concerne l&#8217;accueil des migrants. Les autorités n&#8217;avaient pas hésité à renvoyer des migrants irakiens dans leur pays encore en guerre. Plus récemment, la Finlande &#8211; tout comme la Suède &#8211; a promis de faciliter les extraditions vers la Turquie via un accord signé en juin, visant à obtenir le soutien du gouvernement turc pour son adhésion à l&#8217;OTAN. La large communauté kurde et les opposants turcs, vivant en exil en Finlande, craignent depuis des persécutions politiques.</p>

In an open letter to &#8216;Le Monde,&#8217; people from various organizations, the media and culture, urge European governments to do more to help them.</p>



<p class="wp-block-paragraph">Twenty-one years ago, on September 11, 2001, the United States suffered large-scale terrorist attacks. Two months later the Taliban regime, in power in Afghanistan for five years, was overthrown. It&#8217;s now back in power.</p>



<p class="wp-block-paragraph">It&#8217;s been a little over a year since the Taliban returned to reign over Afghanistan, basing the country&#8217;s entire social and judicial system on religious rulings. Since their takeover, the country&#8217;s 41 million people – almost two-thirds of France&#8217;s population – have suffered a major humanitarian catastrophe.</p>



<p class="wp-block-paragraph">The first victims of this new society are women, who have been deprived of their fundamental rights, forced into submission in personal and professional settings, and hit hard by severe repression. Human rights defenders, journalists, artists, magistrates, lawyers, and all those who reject this regime are also subject to daily persecution. They all fear for their lives and those of their loved ones..</p>

<p class="wp-block-paragraph">Ces vidéos présentent les témoignages de six éminentes femmes afghanes : la cinéaste&nbsp;<a href="https://youtu.be/CcRMMhoazKg" target="_blank" rel="noreferrer noopener">Tamana Ayazi</a>&nbsp;;&nbsp;<a href="https://youtu.be/u2nHuB8iVh0" target="_blank" rel="noreferrer noopener">Sahar Fetrat</a>, chercheuse auprès de Human Rights Watch ; les journalistes&nbsp;<a href="https://youtu.be/3iRtNeDGegg" target="_blank" rel="noreferrer noopener">Yalda Hakim</a>&nbsp;et&nbsp;<a href="https://youtu.be/dUNc1xsmMsI" target="_blank" rel="noreferrer noopener">Zahra Joya</a>&nbsp;; la musicienne&nbsp;<a href="https://youtu.be/-lTHsfcTbAA" target="_blank" rel="noreferrer noopener">Elaha Soroor</a>; ainsi que l’activiste&nbsp;<a href="https://youtu.be/djR0xH_q-qY" target="_blank" rel="noreferrer noopener">Heela Yoon</a>. Ces six jeunes femmes expliquent comment leur propre éducation a changé leur vie, et évoquent les conséquences dévastatrices de l’actuelle interdiction pour la nouvelle génération de filles afghanes.</p>



<p class="wp-block-paragraph">«<em> Il semble incroyable en 2022 d’avoir une conversation sur la question de savoir si les filles devraient être autorisées à faire des études </em>», a déclaré Sahar Fetrat, assistante de recherche auprès de la division Droits des femmes à Human Rights Watch et productrice du projet. «<em> Nous sommes reconnaissantes aux courageuses femmes afghanes qui se sont exprimées devant notre caméra. Le monde devrait les écouter et faire davantage d’efforts pour mettre fin à cet abus choquant. Chaque jour, des millions de filles afghanes sont confrontées à des occasions perdues et à des rêves brisés, peut-être pour toujours. </em>»</p>



<p class="has-white-color has-black-background-color has-text-color has-background wp-block-paragraph">300 jours après l’annonce du décret des talibans, des vidéos évoquent ses effets désastreux</p>



<p class="wp-block-paragraph">Le 18 septembre 2021, un mois après avoir pris le contrôle du pays, les talibans ont ordonné la réouverture des écoles secondaires de garçons mais n’ont fait aucune mention des écoles de filles de même niveau. Ceci a été interprété comme une interdiction de l’enseignement secondaire pour les filles. Dans plusieurs provinces, sous la pression de la communauté locale, les responsables talibans ont autorisé la réouverture de certaines écoles secondaires pour filles, mais la grande majorité de ces écoles dans le pays sont restées fermées.</p>



<p class="wp-block-paragraph">Le 21 mars 2022, les talibans ont promis de rouvrir toutes les écoles le 23 mars mais, à cette date, ils ont maintenu la fermeture des écoles secondaires de filles. Une interdiction à durée indéterminée demeure donc en place, sans qu’on sache clairement si ces écoles rouvriront et quand. Yalda Hakim, présentatrice des informations à la BBC qui a participé au projet, a compté sur Twitter les jours écoulés depuis le début de l’interdiction et, le 14 juillet, cela fera 300 jours.</p>

<p class="has-medium-font-size wp-block-paragraph">The Taliban have ordered all women to cover their faces in public in Afghanistan, the latest sweeping restriction by a government that has taken away women’s right to travel long distances alone, work outside healthcare or education, and receive a secondary education.</p>



<p class="wp-block-paragraph">In a cruel twist, the decree makes women’s relatives and employers the enforcers. If their faces are seen in public, their male “guardian” will be fined, then jailed. If the woman who goes out uncovered or her relative work for the government, they must be fired.</p>



<p class="wp-block-paragraph">It suggested women should not leave their homes at all if possible, saying that was “the best option to observe the sharia hijab”, essentially imposing the extreme traditions of conservative parts of rural areas on all women.</p>



<p class="wp-block-paragraph">“For all dignified Afghan women wearing hijab is necessary and the best hijab is chadori [the burqa], which is part of our tradition and is respectful,” Shir Mohammad, an official from the vice and virtue ministry, told a conference in Kabul, AP reported. “Those women who are not too old or young must cover their face, except the eyes.”</p>



<p class="wp-block-paragraph">The all-enveloping burqa, traditional in Afghanistan, allows women to see only through a small grille. The alternative would be the niqab, which covers the face but not the eyes. While almost all adult women in Afghanistan wear some form of hijab, many in cities cover only their hair.</p>



<p class="wp-block-paragraph">The latest restrictions on women, part of a system of controls that activists have attacked as “gender apartheid”, are likely to set back the Taliban’s bid for international recognition and support, as the country grapples with an economic crisis and widespread hunger.</p>



<p class="wp-block-paragraph">“The world is a bystander to our pain, to an apartheid, to complete tyranny,” Shaharzad Akhbar, the former head of the Afghanistan Independent Human Rights Commission, now living abroad in exile, said on Twitter.</p>

<p class="wp-block-paragraph">“So much pain and grief for women of my country, my heart is exploding. So much hatred and anger against Taliban, enemies of women, enforcers of gender apartheid, enemies of Afghanistan and humanity.”</p>



<p class="wp-block-paragraph">The Foreign Office said the Taliban could not hope for international recognition or an end to sanctions imposed when they were an insurgent group carrying out regular suicide attacks that took a heavy civilian toll, if they did not live up to obligations on protecting women.</p>



<p class="wp-block-paragraph">“Responsibility for what happens in Afghanistan lies with the Taliban,” a spokesperson said. “We will judge them by their actions, not their words. If they want international acceptance, they must live up to their obligations and commitments, particularly on the rights of women and girls.”</p>



<p class="wp-block-paragraph">The group had promised it had changed over the two decades since it ran Afghanistan as a brutal, impoverished theocracy in the late 1990s, where women were barred from almost all work and education.</p>



<p class="wp-block-paragraph">But since sweeping to power last August, increasingly harsh restrictions on women’s rights suggest that pledge was rhetoric designed to secure the departure of US forces, as many activists warned at the time.</p>



<p class="wp-block-paragraph">Perhaps most painful was the abrupt U-turn in March on reopening girls’ secondary schools, already shuttered for six months since the Taliban swept to power. Students were back in class, at their desks and ready to learn when hardliners ordered them to return home. Many left sobbing.</p>



<p class="wp-block-paragraph">“This should finally put to rest the last bits of speculation about the ‘Taliban 2.0’,” said Heather Barr, associate women’s rights director at Human Rights Watch. “The strategy of compelling men to be the enforcers on their own relatives is particularly disturbing, because it means women can’t even make their own decisions about what risks they are going to take.</p>

<p class="wp-block-paragraph">“One of the big questions is what does the world do about this? We’ve been waiting since last August to see how the international community responds, and we haven’t seen anything serious or coherent. This is particularly frustrating from several countries that claim to have a ‘feminist foreign policy’.”</p>



<p class="wp-block-paragraph">The Taliban have also prevented women from protesting, and many former activists, journalists, security force members and other high-profile women have been in hiding for months after several attacks and murders.</p>



<p class="wp-block-paragraph">Although the new ruling is worrying, many women have even more serious concerns, said Hasina Safi, former minister for women’s affairs. “Women are even more urgently concerned about their mobility, education and health, participation security and safety.”</p>

<p class="has-medium-font-size wp-block-paragraph">A crowd of women has marched through the Afghan capital calling for women’s rights to be respected and accusing Taliban authorities of covertly killing soldiers who served the former United States-backed government.</p>



<p class="wp-block-paragraph">About 30 women gathered near a mosque in the centre of Kabul on Tuesday and marched a few hundred metres chanting “justice, justice” before they were stopped by Taliban forces, an AFP correspondent reported.</p>



<p class="wp-block-paragraph">The Taliban also tried to prevent journalists from covering the march, organised against the “mysterious murders of young people, particularly the country’s former soldiers”, according to social media invitations for the march.</p>



<p class="wp-block-paragraph">Taliban fighters briefly detained a group of reporters and confiscated equipment from some photographers, deleting images from their cameras before returning them.</p>



<p class="wp-block-paragraph">Since the Taliban returned to power in August, it has effectively banned unsanctioned protests and frequently intervene to block demonstrations against its rule.</p>



<p class="wp-block-paragraph">The protest comes weeks after separate reports by the United Nations, Amnesty International and Human Rights Watch said there were credible allegations of more than 100 extrajudicial killings by the Taliban since the takeover.</p>



<p class="wp-block-paragraph">“I want to tell the world, tell the Taliban to stop killing. We want freedom, we want justice, we want human rights,” protester Nayera Koahistani told the AFP news agency.</p>



<p class="wp-block-paragraph">In a statement read aloud by protester Laila Basam, the demonstrators called on the Taliban “to stop its criminal machine”.</p>

<p class="wp-block-paragraph">The protesters also aired objections to the ratcheting restrictions women are facing under the Taliban rule.</p>



<p class="wp-block-paragraph">The government issued new guidelines at the weekend, banning women from travelling long distances unless escorted by a close male relative.</p>



<p class="wp-block-paragraph">“Women’s rights are human rights. We must defend our rights,” said Koahistani.</p>



<p class="wp-block-paragraph">Speaking from Kabul, Mahbooba Saraj, chair of the Afghan Women’s Network, said the move made it difficult for women to get around as many “do not have a mahram [male guardian]” to accompany them.</p>



<p class="wp-block-paragraph">“This is another way of placing restrictions on women for no apparent reason,” she told Al Jazeera.</p>



<p class="wp-block-paragraph">Taliban leaders have sought to project a more moderate image in recent months, including saying women and girls will be able to attend school and work in accordance with Islamic law.</p>



<p class="wp-block-paragraph">School for girls under the Taliban is erratic, and in many provinces, they are not allowed to attend school after grade six, but in more than 10 provinces, schools are open.</p>



<p class="wp-block-paragraph">Video footage posted online on Tuesday showed another women’s protest held elsewhere in the capital that also called for women to be allowed education and work opportunities.</p>



<p class="wp-block-paragraph">Taliban fighters fired into the air bringing an abrupt end to the protest demanding improved food supplies and work opportunities.</p>

<p class="wp-block-paragraph">C’est une brèche qui s’ouvre à nouveau pour tous les Afghans qui espèrent pouvoir fuir prochainement leur pays. Avec la réouverture, mercredi 6&nbsp;octobre, du service des passeports à Kaboul, ils étaient des centaines à s’être précipités vers les bureaux, fermés depuis la prise du pouvoir par les talibans à la mi-août, pour déposer une demande.</p>



<p class="wp-block-paragraph">Cette réouverture constitue un test de la bonne volonté des talibans, qui se sont engagés auprès de la communauté internationale à laisser partir leurs compatriotes qui le souhaiteraient, à condition qu’ils disposent de visas valides.</p>



<p class="wp-block-paragraph"><em>«&nbsp;J’essaie de m’enfuir&nbsp;»</em>, reconnaît auprès de l’Agence France-Presse,<strong>&nbsp;</strong>Mohammad Hanif, 32&nbsp;ans, qui dit avoir travaillé comme interprète pour les forces spéciales américaines dans la province méridionale du Helmand entre 2009 et 2013.</p>



<p class="wp-block-paragraph">Mohammad craint, comme de nombreux Afghans ayant collaboré avec les troupes étrangères, que les talibans ne cherchent à se venger. <em>« Je suis stressé</em>, ajoute-t-il en anglais.<em> C’est aussi parce que je vis dans la province du Helmand, qui est très dangereuse. </em>(…) <em>Je reste à Kaboul, car les gens ne me connaissent pas ici. C’est pour ça que je suis là. »</em></p>



<p class="wp-block-paragraph">Mohammad avait commencé les démarches pour obtenir un passeport il y a quatre mois, mais il a dû attendre, mercredi, pour déposer sa demande complète, et il espère maintenant obtenir le précieux document dans quelques jours. Il dit être détenteur d’un visa d’immigration spécial (SIV) pour les Etats-Unis et entend aller vivre là-bas avec sa femme et ses deux enfants.</p>



<h2 class="wp-block-heading">Capacité à délivrer 6&nbsp;000 passeports par jour</h2>



<p class="wp-block-paragraph">Comme des milliers d’autres Afghans, il avait tenté de fuir par le biais de l’aéroport de Kaboul dans les jours qui ont suivi l’arrivée des talibans au pouvoir le 15 août. Mais dans la cohue généralisée de ces journées-là, il n’avait pas réussi à accéder à l’aéroport. <em>« Il y avait énormément de monde. Je n’ai pas réussi »</em> à entrer dans l’aéroport, raconte-t-il.</p>



<p class="wp-block-paragraph">Un gigantesque pont aérien a permis d’évacuer plus de 120 000 étrangers et Afghans désireux de fuir le nouveau régime lors des deux dernières semaines d’août, avant le départ des derniers soldats américains du pays, le 30.</p>



<p class="wp-block-paragraph">Les talibans tentent de relancer la machine administrative, alors que les fonctionnaires n’ont, pour la plupart, pas été payés depuis des mois. Le chef du service des passeports, Alam Gul Haqqani, a assuré que ses employés avaient reçu leurs salaires. <em>« Les employés hommes et femmes sont de retour au travail »</em>, a-t-il affirmé. Selon lui, son service est en mesure de délivrer 6 000 passeports par jour et de faire face à la demande.</p>

<p class="has-medium-font-size wp-block-paragraph">La Suisse doit-elle en faire davantage pour accueillir des réfugiés afghans après la prise de pouvoir des talibans. La question s&#8217;est invitée au Conseil national jeudi, soulevant un débat enflammé entre la gauche et l&#8217;UDC.</p>



<p class="wp-block-paragraph">Face à la situation dramatique de certains Afghans, la gauche a appelé le Conseil fédéral à accueillir les réfugiés. Les Vert-e-s demandent au Conseil fédéral d&#8217;accorder des visas humanitaires aux membres de la famille éloignée d&#8217;Afghans vivant en Suisse sur le modèle de ce qui s&#8217;était fait en 2013 pour la Syrie.</p>



<p class="wp-block-paragraph">Un octroi facilité profiterait surtout aux Afghans vivant en Iran et au Pakistan, a estimé la ministre de Justice et Police Karin Keller-Sutter. Ces personnes ne sont pas directement menacées. &#8220;Le Conseil fédéral se cache derrière de belles paroles&#8221;, a critiqué Balthasar Glättli (Vert-e-s/ZH). Il ne veut pas revoir sa politique de regroupement familial.</p>



<p class="wp-block-paragraph">Quelque 11&#8217;000 personnes pourraient solliciter un visa pour un parent proche ou éloigné, a précisé la ministre. Mais contrairement à la situation en Syrie, il n&#8217;y a pas de conflit militaire en Afghanistan, ni de grand mouvement migratoire.</p>



<h3 class="wp-block-heading">Une opération coordonnée</h3>



<p class="wp-block-paragraph">Toutefois, la Suisse est disposée à participer à une éventuelle opération d&#8217;accueil coordonnée au niveau international. Le Haut-Commissariat de l&#8217;ONU pour les réfugiés doit annoncer de nouveaux besoins concrets cet automne.</p>



<p class="wp-block-paragraph">Le programme de réinstallation actuel prend déjà en compte les Afghans réfugiés en Turquie, a précisé Mme Keller-Sutter. Le contingent de 1600 personnes n&#8217;est pas encore épuisé.</p>

<p class="has-vivid-cyan-blue-color has-text-color has-medium-font-size wp-block-paragraph"><strong>Afghan universities will be segregated by gender, and a new Islamic dress code will be introduced, the Taliban has said.</strong></p>



<p class="wp-block-paragraph">Higher Education Minister Abdul Baqi Haqqani indicated women would be allowed to study, but not alongside men.</p>



<p class="wp-block-paragraph">He also announced a review of subjects taught.</p>



<p class="wp-block-paragraph">Women and girls were banned from schools and universities under Taliban rule between 1996 and 2001.</p>



<p class="wp-block-paragraph">The Taliban have said they will not prevent women from being educated or having jobs. But since they seized control on 15 August, they have asked all women, except those in the public health sector, to stay away from work, until the security situation improves.</p>



<p class="wp-block-paragraph">Sunday&#8217;s announcement of the higher education policy comes a day after the Taliban raised their flag over the presidential palace, signalling the beginning of their administration. They seized control from the elected government a month ago.</p>



<p class="wp-block-paragraph">The policy marks a <a href="https://www.bbc.co.uk/news/world-asia-58505044" target="_blank" rel="noreferrer noopener">significant change from the accepted practice</a> before the Taliban takeover. Universities were co-educational, with men and women studying side by side, and female students did not have to abide by a dress code.</p>



<p class="wp-block-paragraph">But Mr Haqqani was unapologetic about bringing an end to mixed classes. &#8220;We have no problems in ending the mixed-education system,&#8221; he said. &#8220;The people are Muslims and they will accept it.&#8221;</p>



<p class="wp-block-paragraph">Some have suggested that the new rules will exclude women from education because the universities do not have the resources to provide separate classes. However, Mr Haqqani insisted there are enough female teachers and that where they are not available alternatives will be found.</p>



<p class="wp-block-paragraph">&#8220;It all depends on the university&#8217;s capacity,&#8221; he said. &#8220;We can also use male teachers to teach from behind a curtain, or use technology.&#8221;</p>



<p class="wp-block-paragraph">Girls and boys will also be segregated at primary and secondary schools, which was already common throughout Afghanistan.</p>



<p class="wp-block-paragraph">Women will be required to wear hijabs, however Mr Haqqani did not specify if additional face coverings would be made compulsory.</p>



<p class="wp-block-paragraph">The newly installed minister also said that the subjects taught in universities will be reviewed. He told reporters that the Taliban wanted to &#8220;create a reasonable and Islamic curriculum that is in line with our Islamic, national and historical values and, on the other hand, be able to compete with other countries&#8221;.</p>



<p class="wp-block-paragraph">The announcement comes after a demonstration by women supportive of the Taliban&#8217;s gender policies at Shaheed Rabbani Education University in Kabul yesterday.</p>



<p class="wp-block-paragraph">Hundreds of women, most of them wearing black niqabs and carrying small Taliban flags, listened to speeches that praised the new regime and attacked those involved in large demonstrations across the country demanding the protection of women&#8217;s rights.</p>



<p class="wp-block-paragraph">The new government has also replaced the Women&#8217;s Affairs Ministry with the Ministry of Vice and Virtue.</p>



<p class="wp-block-paragraph">The much feared department was responsible for deploying religious police to the streets to enforce Sharia law during the Taliban&#8217;s previous spell in power. It became known for beating women for infractions such as dressing immodestly and being outside without a male guardian.</p>



<p class="wp-block-paragraph">Many prominent professional women fled Afghanistan in anticipation of the group&#8217;s stifling rule. The country&#8217;s biggest pop singer Aryana Sayeed left the country on a US cargo plane and the famed film director Sahraa Karimi was evacuated to Ukraine.</p>
